About this opportunity
Mecklenburg County's LUESA Department Solid Waste Division is requesting proposals for scrap tire collection and recycling services, with proposals due July 22, 2026 at 2:00 p.m. via MECKProcure. The RFP carries MWBSDE participation goals of 11% for minority-owned businesses and 4% for women-owned businesses, weighted at 15% in evaluation.
The vendor must provide staffing at the County's Metal & Tire Facility (5740 Rozzelles Ferry Road, Charlotte) operating Monday through Friday, 7:00 a.m. to 3:00 p.m., to receive and authenticate scrap tire certification forms, verify tire origin in North Carolina, and load tires into 53-foot enclosed trailers. The facility processes an average of three full trailers daily, totaling approximately 25,650 to 26,800 tons annually. The vendor transports filled trailers to its own facility for recycling or shredding, removes loaded trailers within 24 hours, and provides monthly reporting on pickups, tire counts, and tonnage. All tires must originate in North Carolina and pass through the M&T Facility before transport; the vendor may not accept tires hauled directly or haul tires without first weighing them at the County facility.
The vendor must hold a valid North Carolina Solid Waste Permit and comply with North Carolina's Scrap Tire Disposal Act. Required insurance includes Commercial General Liability ($1 million per occurrence / $2 million aggregate), Automobile Liability ($1 million per occurrence / $2 million aggregate), and Workers Compensation per state statutory requirements. The vendor must provide three references from comparable projects, preferably North Carolina public sector clients, and submit audited financial statements if requested.
Pricing is per-ton, all-inclusive of service costs, with separate rates for passenger tires and off-the-road tires. Annual price adjustments are permitted on July 1st based on Consumer Price Index changes with 90 days' notice, reflecting legitimate market cost increases. The contract runs three years with two optional one-year renewals, with a target start date of January 1, 2027. Evaluation weightings are Qualifications, Experience and Approach (25%); Cost Effectiveness and Value (30%); Collection and Recycling Criteria (30%); and MWBSDE Achievement Goals (15%). A non-mandatory pre-proposal conference is scheduled for June 10 at 9:00 a.m. via Teams. Questions are due June 24 before 2:00 p.m.
