About this file

This is a Request for Proposal (RFP) issued by Mecklenburg County's LUESA Department Solid Waste Division in Charlotte, North Carolina, for scrap tire collection and recycling services. The County seeks a vendor to collect scrap tires from its Metal & Tire Facility (M&T Facility) located at 5740 Rozzelles Ferry Road, which operates Monday through Friday from 7:00 a.m. to 3:00 p.m. The vendor must provide staffing at the facility to receive, authenticate certification forms, and load tires into 53-foot enclosed trailers, with an average of three trailers filled daily. Historical tonnages show approximately 25,650 to 26,800 tons annually across the past three fiscal years. The vendor is responsible for transporting full trailers to their facility for recycling or shredding, providing adequate equipment, removing loaded trailers within 24 hours, and maintaining monthly reporting on pickups, tire counts, and tonnage. A non-mandatory pre-proposal conference is scheduled for June 10, 2026, at 9:00 a.m. via Teams meeting. Questions are due by June 24, 2026, before 2:00 p.m., and proposals must be submitted electronically via MECKProcure by July 22, 2026, before 2:00 p.m. The contract will have an initial term of three years with two optional one-year renewals, with a target start date of January 1, 2027.

Pricing must be submitted on a per-ton basis for passenger tires and off-the-road (OTR) tires handled at the M&T Facility and must be all-inclusive of all service costs. Price adjustments are permitted annually on July 1st based on Consumer Price Index changes with 90 days' notice, but only to reflect legitimate cost increases in market conditions. The evaluation criteria are weighted as follows: Qualifications, Experience and Approach (25%); Cost Effectiveness and Value (30%); Collection and Recycling Criteria (30%); and MWBSDE Achievement Goals (15%), with participation goals of 11% for minority-owned businesses and 4% for women-owned businesses. Vendor must provide three references from comparable projects, preferably North Carolina public sector clients, and submit audited financial statements if requested. 6. SCOPE OF SCRAP TIRE COLLECTION AND RECYCLING SERVICES

6.1 County Information

Mecklenburg County located in Charlotte North Carolina through its LUESA Department’s Solid Waste Division (the County) is seeking a Vendor (Vendor) with qualifications to provide the following services. In accordance with North Carolina’s Scrap Tire Disposal Act, the County accepts scrap tires from Certified Scrap Tire Haulers that haul certified scrap tires from businesses.

Scrap Tires delivered to the County’s Metal & Tire Facility (M&T Facility) are required to have originated in North Carolina.

At the M&T Facility tires are loaded from tire hauler’s trucks into a 53-foot enclosed trailer.

Currently an average of 3 trailers are filled per day, Monday through Friday. Full trailers shall be hauled by the Vendor to transport them to their facility for recycling and/or shredding.

The Vendor also supplies staffing at the M&T Facility, to accept tires and verify that required and completed Scrap Tire Certification forms are provided by haulers. Employee(s) shall also assist with loading tires from hauler’s trucks into trailers.

All tires must pass through the M&T Facility; the Vendor shall not accept any tires hauled directly to its facility, or haul tires themselves to their facility without first weighing tires at the County’s M&T Facility.

For purposes of this Scope of Work, the definition of a “scrap tire” shall be a tire that is no longer suitable for its original, intended purpose because of wear, damage, or defect including automobile, truck, tractor and off-road tires, on or off their rims, but substantially free of oil, grease, other petroleum products, household waste, or excessive dirt/debris. Scrap tires will be free of hazardous substances. “Tire” means a continuous solid or pneumatic rubber covering that encircles the wheel of a vehicle.

1. The County believes this requires at a minimum 3 trailers be positioned at the M&T Facility at all times.

d) Removing all loaded trailers within 24 hours and leaving no scrap tires on the ground overnight.

e) Hauling and removing the trailers and/or removing when full.

f) Reporting the weight of the tires collected to the County.

b) The Vendor shall not collect or comingle other materials or tires into containers/trailers once leaving the County Facility where the material was collected.

d) If any loads contain hazardous wastes or other critical items, such as radioactive materials, the Vendor shall immediately contact the County and work together to resolve the situation. It is not the intent of the County for the Vendor to dispose of any hazardous or radioactive materials.

e) Historical Tonnages are as follows:

6.4 Special Circumstances

In the event of a storm event or disaster, the County may operate temporary debris management sites in the County and those sites may require material collection and management. The Vendor shall assist with those events where necessary. The same contract terms and conditions will be applied to these service sites if needed during such events. Quantities of materials from these sites are not known and will vary depending on the magnitude of the disaster and from site to site.

Mecklenburg County is seeking Proposals for the collection and recycling of scrap tires that are generated by the County’s Solid Waste Management Program up to the point covered by the State Tire Fund Distributions. If it is determined that funds are not available, the County may determine that tire acceptance shall cease until it is determined that funds are available.

6.5 Monitoring

The County reserves the right to monitor the activities of the Vendor as needed to ensure that materials are being disposed of in accordance with the contract. Specifically, the County may visit the Vendor’s facilities or perform routine audits. Such visits and audits may be unannounced, but in most cases will be scheduled at least one business day in advance.

All containers should be inspected before loading and cleaned or repaired where necessary to avoid loss or spillage. Open top trucks or trailers should be securely tarped or covered. A weight ticket for each container will be submitted with payments and/or invoicing presented to the County. This should clearly indicate the material weighed, as well as the gross, tare and net weights of each shipment.

6.6 Reporting Requirements

The Vendor shall provide monthly reports that provide the number of individual pickups, number of individual tires, and the tons of material removed. In addition to the number or amount, the reports will also state:

• How and where materials were taken and managed.

• Names, addresses and contact information for buyers of County property.

• Any other items not specifically stated above as requested by the County.

6.6.1 Reporting and Documentation

The Vendor shall report all measurements in terms of short tons, where one (1) ton equals 2,000 pounds.

The Vendor represents and warrants to the County that it will manage all scrap tires in a manner consistent with all applicable local, State, and Federal statutes and regulations, including but not limited to the North Carolina Scrap Tire Disposal Act, and that such tires will be either used as feedstock or raw material in manufacturing new products including mulch, road construction materials, septic tank drain fields, burned for energy production, or recycled in another manner approved in writing by the County.

The Vendor shall provide weight tickets for each load of material removed from any County Facility and provide this to the County at the end of each month, by the tenth (10th) day of the next month.

Tabulation of materials shall be presented to the County in a format that is clear and concise, and mutually agreeable to each party. Electronic copies are required.

6.7 Transportation and Disposal

Materials must be transported off-site as needed in vehicles permitted for such transportation, according to State and Federal regulations by drivers properly trained and licensed to transport such materials.

6.8 Rejection of Contaminated Tires

Should Vendor receive a tire from the County which does not meet the definition of scrap tire or is contaminated by a hazardous substance or receives an object other than a scrap tire from the County, Vendor may set aside the tire or other object and either return it to the County at the location from which scrap tires were picked up or request that the County pick it up from Vendor’s facility. The County agrees to pick up any such tire or other object within three business days after receiving such a request from the Vendor.

6.9 Permit Requirements

Vendor shall possess a valid “Solid Waste Permit” authorized by the North Carolina Department of Environmental Quality. Scrap tires in North Carolina are regulated according to the North Carolina Scrap Tire Disposal Act, G.S. 130A-309.51-64 and the NC Solid Waste Management Rules, codified at 15A NCAC 13B.1100. These statutes and rules provide for the permitting of scrap tire collection sites and require that owners and/or operators meet the siting, design, construction, operational and financial responsibility requirements of these rules.

6.10 Vendor Self-Hauling and Direct Hauling

The Vendor may utilize their own separate workforce and equipment to pick up and haul tires generated by Mecklenburg County businesses to the Vendor’s facility. However, all tire loads must first weigh in at the County’s Metal & Tire Facility prior to being hauled to the Vendor’s facility.

The Vendor is responsible for certifying origin of tires and providing the County with documentation. All facilities where scrap tires are picked up shall be located within Mecklenburg County.
