Scrap Tire Collection and Recycling Services Addendum

This addendum modifies the Scrap Tire Collection and Recycling Services RFP issued by Mecklenburg County Procurement Division (Solicitation #487-BR-LUE004022). The County's LUESA Department Solid Waste Division seeks a vendor to provide scrap tire collection and recycling services, including on-site staffing at the Metal & Tire Facility located at 5740 Rozzelles Ferry Road in Charlotte, North Carolina. The vendor must receive and authenticate scrap tire certification forms, verify tire origin in North Carolina, and load tires into 53-foot enclosed trailers. The facility processes an average of three full trailers daily, Monday through Friday from 7:00 a.m. to 3:00 p.m., totaling approximately 25,650 to 26,800 tons annually. The vendor transports filled trailers to its facility for recycling or shredding and must remove loaded trailers within 24 hours. The proposal deadline has been extended from July 22, 2026 to July 29, 2026, with proposals due before 2:00 p.m. via MECKProcure. The contract term is three years with two optional one-year renewals, with a target start date of January 1, 2027.

Pricing is per-ton on an all-inclusive basis with separate rates for passenger tires and off-the-road tires, subject to annual adjustments on July 1st based on Consumer Price Index changes with 90 days' notice. The vendor must hold a valid North Carolina Solid Waste Permit and comply with North Carolina's Scrap Tire Disposal Act. Required insurance includes Commercial General Liability ($1 million per occurrence/$2 million aggregate), Automobile Liability ($1 million per occurrence/$2 million aggregate), and Workers Compensation per state statutory requirements. The evaluation criteria have been modified to Qualifications, Experience and Approach (30%), Cost Effectiveness and Value (35%), and Collection and Recycling Criteria (35%), excluding the previously weighted MWBSDE participation goals from this addendum. The vendor must provide three references from comparable projects, preferably North Carolina public sector clients, and submit audited financial statements if requested.
