About this opportunity
The Minnesota Department of Administration, acting on behalf of the Minnesota Department of Corrections, is seeking proposals for satellite television services for the Minnesota Correctional Facility (MCF) located in Rush City. The procurement requires a contract vendor to provide comprehensive television services for 730 residential connections and up to 20 staff area connections, which includes installing, configuring, and maintaining all necessary equipment to deliver services. The solicitation mandates a specific channel lineup of 85 commercial channels, including local news and Minnesota-based professional sports teams, with requirements for closed captioning and secondary audio programming support. Key evaluation criteria will assess vendor responses across four categories, with a total of 1,000 possible points focusing on acceptance of terms, desired capabilities, contractor response, and cost details. Important procurement dates include a mandatory site visit on Wednesday, April 9, 2025, at 10:00 AM CT, with vendor registration required by 4:00 PM CT on Friday, April 4, 2025, and proposal responses due by Tuesday, April 22, 2025, at 3:00 PM CT. Prospective bidders must complete a comprehensive facility access application packet and undergo background checks prior to the site visit, with strict guidelines for facility entry and participation.
The state has incorporated several set-aside and preference provisions for this procurement, including additional points for Minnesota-based small businesses owned by minorities, women, veterans, or individuals with substantial physical disabilities. The current facility uses DISH Network, and the new contractor must ensure seamless integration with existing Cable Cast channels and maintain the current infrastructure. The anticipated contract term spans from June 1, 2025, to July 31, 2027, with potential extension options or an alternative term extending to July 31, 2030. The estimated annual contract value ranges between $125,000 and $135,000, with pricing to be submitted per drop per month based on 750 total drops. Vendors must provide on-site technical support at no additional cost, allow for channel updates without extra fees, and recognize that the state will retain ownership of equipment upon contract termination. Bidders must be registered as either a supplier or bidder and comply with the state's competitive solicitation requirements, with a strong emphasis on maintaining the facility's specific technical and operational needs.
