About this file

This document is Solicitation Addendum No. 01 issued by the Minnesota Office of State Procurement for Satellite Television Services for the Minnesota Correctional Facility (MCF) in Rush City. The addendum extends the original solicitation due date from April 22, 2025, to April 24, 2025, at 3:00 PM CT, and modifies certain sections of the original solicitation. Specifically, the addendum removes requirements for transcoders in staff areas and clarifies state ownership of equipment. The solicitation seeks a contract vendor to provide comprehensive television services for 730 residential and up to 20 staff area connections, with a specific channel lineup and technical requirements including closed captioning and secondary audio programming support.

The anticipated contract will span from June 1, 2025, to July 31, 2027, with potential extension options to July 31, 2030. The estimated annual contract value ranges between $125,000 and $135,000, with pricing to be submitted per drop per month based on 750 total drops. The state has incorporated set-aside provisions that provide additional points for Minnesota-based small businesses owned by minorities, women, veterans, or individuals with substantial physical disabilities. The current facility uses DISH Network, and the new contractor must ensure seamless integration with existing infrastructure. Vendors must provide on-site technical support at no additional cost, allow channel updates without extra fees, and understand that facility staff will assist with certain technical operations, such as remote access for channel changes with 24 hours' notice.

SCOPE OF ADDENDUM

The purpose of this addendum is to revise the due date and time of the Solicitation, revise the Sample Contract and Exhibits, and respond to questions received by the deadline stated in the Solicitation.

This addendum, containing the following revisions, additions, deletions, or clarifications, is hereby made part of the Solicitation, including the Sample Contract and Exhibits if applicable.

Responders acknowledge receipt of this addendum by responding to SWIFT Event No. G0210-2000016886, Version 2 (or more recent version) by the solicitation due date and time.

Except as modified by this addendum, all the terms and conditions remain in full force and effect.

ADDENDUM

I. The State extends the due date and time of the Solicitation from April 22, 2025, 3:00 PM CT to April 24, 2025, 3:00 PM CT.

II. The following sections of the Solicitation are amended as follows (strikethrough is used for deletions and underlining for insertions):

a. Attachment G, Narrative Response, Section 1, item G1.3 is hereby DELETED:

3. Transcoders are required for six (6) of the staff areas. G1.3, Comply? □YES □NO

b. Attachment G, Narrative Response, Section 1, item G1.11 is hereby DELETED:

11. State retains ownership of equipment at termination of contract. G1.11, Comply? □YES □NO Below are the State’s responses to questions received by the deadline stated in the solicitation.

Attachment G: G1.2 – Is Responder responsible for facility distribution? (any wiring beyond Responder’s inside headend equipment?)

No. Responder is only responsible up to the headend. Facility staff are responsible for the internal distribution.

Attachment G: G1.3 – Please explain what is meant by ‘Transcoders’.

Transcoders, also called “media converters,” are used in various staff locations. A transcoder converts signals for use with a monitor, which does not contain a TV tuner needed for signal processing. Responders have no responsibility regarding these devices. See II.a, above.

Attachment G: G1.11 – Please confirm that the State wants to retain ownership of equipment at end of contract. If so, how do they plan to support and maintain the DISH Smartbox after contract expires?

The facility has no desire, nor the need to retain ownership for ancillary hardware associated with signal processing at the headend once the end of the contract term has been reached. See II.b, above.

Attachment G: G2.1 – Will staff be able to assist with Facility requested channel change by helping with remote access to the DISH Smartbox? If so, channel changes can happen quickly.

Yes. Physical Plant staff at MCF Rush City are willing and fully able to assist Responder with any remote access necessary for any channel change tasks. MCF Rush City staff require a minimum of 24 hours’ notice prior to this type of work operation.

Attachment G: G1.3 – “Transcoders are required for six (6) of the staff areas.” Which transcoders are currently in use for these six (6) staff areas? [Existing] transcoders for the six (6) staff TVs should be able to be used with our system. We need to be provided with information regarding these transcoders to confirm.

All staff drops that use transcoders (media converters) will be dealt with by DOC maintenance staff. There are no Responder responsibilities with these special cases. See II.a, above.

Attachment G: G1.4 – “All transmission systems, including transcoders, must pass through Closed Captioning (CC) and Secondary Audio Programming (SAP) signals.” Do TVs currently have CC and SAP features with the current system? The proposed system allows for Closed Captioning. Some TVs might not pick up the captioning. That is dependent on the TV itself. Same with SAP.

Yes. Currently all offender TVs have CC/SAP capability as part of ADA requirements. (CC/SAP-capable TVs are the only type available for offenders to purchase for use in DOC environments.) Regarding staff transcoders, see A5, above.

Attachment G: G1.5 – “MCF Rush City staff requires all commercial channels shown on the attached list (see Attachment F, Channel Card).” [We can provide] at least the majority of channels. Does the current system also utilize off-air local channels in addition to the DISH Smartbox system?

Yes. MCF Rush City currently integrates “over the air” local channels into its existing system via external antenna. We desire the new solution/service to include external antenna combining for reception of local channels outside of any Smartbox or similar device.

Attachment G: G2.8 – “All services and equipment supplied must support CC and SAP. All equipment and/or on-screen menus must make it simple and intuitive to activate/deactivate CC and SAP.” Do TVs currently have CC and SAP features with the current DISH system?

Yes. The capability is in the TVs themselves, and does not come via DISH. See A6, above.
