About this opportunity

The Maryland Department of Information Technology is requesting proposals for SailPoint Internal Users software licensing and support services through a secondary competition under the Commercial Off-the-Shelf Software (COTS 2012) Master Contract, with proposals due September 7, 2026. Eligibility is strictly limited to Master Contractors already awarded contracts under COTS 2012 (060B2490021); bidders must submit a current Letter of Authorization from the manufacturer with their proposal.

The scope is an annual support renewal for IIQ (Identity IQ) components, a term-based identity and access management platform enabling Maryland Benefits to manage and govern user access to critical systems and data. The contract term runs from July 24, 2026, to July 23, 2027, with place of performance at 849 International Drive, Linthicum Heights, Maryland. Bidders must submit password-protected proposals via email, include manufacturer-signed Letters of Authorization, screenshots of manufacturer suggested retail prices, all licensing agreements and end-user license agreements, and acceptable use policies. All proposed software must be virus-free. Pricing must remain valid for at least 90 days following the proposal deadline; bidders must also provide estimated ship dates and lead times.

Award will be made to the responsive and responsible Master Contractor offering the most advantageous price and meeting evaluation criteria. One-time charges are billed within 30 days of acceptance; annual charges are billed on contract anniversary dates and must comply with COMAR 21.06.09.01 and .02 invoice requirements.

This procurement is subject to federal compliance obligations including Copeland Anti-Kickback Act wage statement requirements, debarment and suspension verification through SAM, anti-lobbying certifications for agreements exceeding $100,000, Americans with Disabilities Act compliance, drug-free workplace certification, and Section 889 of the National Defense Authorization Act of 2019 prohibiting use of covered telecommunications equipment from specified foreign entities. Questions are due July 6, 2026, at 1:00 p.m. EDT.
