About this opportunity

The Duval County Tax Collector's Office is soliciting a single-source purchase order for RTL system conversion and upgrades, including check processing and bulk remittance services, with proposals due October 28, 2026 at 4:59 p.m. Eastern time. This is a sole-source procurement; RT Lawrence Corporation is designated as the exclusive supplier based on its proprietary ownership of RTLFiRST software and claimed sole capability to configure and integrate OPEX scanning equipment within the RTLFiRST environment.

The scope encompasses system conversion from Manatron to GSG TaxSyst, procurement of 10 new scan modules, upgrades to Version 8 software, and RTLFiRST implementation services. Deliverables include the Opex Connect Process Module software with planning, implementation, installation, training, and testing, plus annual support services. The OPEX Connect RTL Processor must run on a dedicated workstation, and the Tax Collector's Office must provide remote connection capabilities across server and processor stations, scan stations, and verification workstations. All RTLFiRST features, software, and intellectual property remain the exclusive property of RT Lawrence Corporation.

The total project cost is $11,050.00 plus applicable taxes: $7,000.00 for Opex Connect Process Module software, $3,000.00 for RTL services including implementation and training, and $1,050.00 for annual support. The quotation from RT Lawrence Corporation, dated September 8, 2026, is valid for 120 days. Place of performance is 231 East Forsyth Street, Suite 200, Jacksonville, Florida 32202.

Protest procedures under City of Jacksonville rules apply; protests of specifications must be filed within ten business days of solicitation posting, and protests of award recommendations within forty-eight hours of posting or written notification. Protests are addressed to the Chief of Procurement at 214 N. Hogan Street, 8th floor, Jacksonville, Florida 32202, or dustinf@coj.net, with JPAC review available upon request.
