About this opportunity
New Smyrna Beach Utilities (NSBU), a political subdivision of the City of New Smyrna Beach, Florida, is issuing a Request for Statement of Qualifications (RSQ) for continuing professional services in the engineering department under Florida's Consultants' Competitive Negotiation Act, Section 287.055. NSBU seeks to procure on-demand consulting services across three disciplines: Civil Engineering Firms for potable water, wastewater, and reuse water systems (three firms to be selected); General Survey and Mapping Firms with Professional Surveyor and Mapper (PSM) qualifications (two firms); and Electrical Engineering Firms specializing in utility power systems (two firms). The scope of services encompasses design, permitting, maintenance practices, bid document development and evaluation, and equipment specification development for distribution systems, transmission systems, lift stations, and water/wastewater treatment plant expansions and modifications. All consultants must be properly registered to practice their profession in Florida with current professional registration certificates and must maintain $1,000,000 in professional liability insurance along with other required occupational licenses and insurance coverages. Proposals will be evaluated on eight criteria: consultant's understanding of utility-specific projects (20 points), staffing and organization (20 points), past performance and references (20 points), qualifications and differentiating experience (20 points), financial stability and insurance documentation (5 points), and office location (15 points). Proposals must not exceed 50 pages and will be submitted electronically via VendorLink by 2:30 p.m. on April 29, 2026. Key deadlines include April 7, 2026 for submission of questions and April 15, 2026 for publication of any addendum.
Firms awarded continuing professional services agreements under RSQ 09-25 in FY25 are explicitly ineligible to respond, as this RSQ is designed to replace expiring FY22 agreements under RSQ 10-22. There are no additional set-aside designations or disadvantaged enterprise restrictions specified in the procurement documents. Compensation will be determined through task order negotiations based on individual project scopes of work, with unit prices remaining firm for the initial one-year contract period and price adjustments potentially considered prior to renewal periods. The initial agreement term is one year, automatically renewable up to three additional times contingent upon satisfactory performance and fund availability, allowing for a maximum four-year contract period. NSBU will appoint an evaluation committee to review proposals and may conduct interviews with no more than five firms before selecting and ranking the top three qualified firms for contract negotiation. No specific budget range or award value is disclosed in the procurement documents.
