About this file
This is a Request for Statement of Qualifications (RSQ) issued by New Smyrna Beach Utilities (NSBU), a political subdivision of the City of New Smyrna Beach, Florida, for continuing professional services in the engineering department. NSBU seeks qualified consulting firms to provide on-demand expertise across three primary disciplines: Civil Engineering Firms for potable water, wastewater, and reuse water systems (three firms to be selected); General Survey and Mapping Firms with PSM qualifications (two firms); and Electrical Engineering Firms specializing in utility power systems (two firms). The scope encompasses design, permitting, maintenance practices, bid document development and evaluation, and equipment specification development across distribution systems, transmission systems, lift stations, and water/wastewater treatment plant expansions and modifications. The deadline for questions is April 7, 2026, with an addendum to be published by April 15, 2026. Sealed proposals must be submitted electronically via VendorLink by 2:30 p.m. on April 29, 2026, with bid opening scheduled for 3:00 p.m. the same day. The agreement term is one year, automatically renewable up to three additional times contingent upon satisfactory performance and fund availability. Firms awarded continuing professional services agreements in FY25 under RSQ 09-25 are ineligible to apply, as this RSQ is intended to replace expiring FY22 agreements under RSQ 10-22.
Compensation will be determined through task order negotiations based on individual project scopes of work, with unit prices remaining firm for the initial one-year period and price adjustments considered prior to any renewal. Proposals must not exceed 50 pages and will be evaluated on consultant's understanding of utility-specific projects (20 points), staffing and organization (20 points), office location (15 points), financial stability and insurance documentation (5 points), past performance and references (20 points), and qualifications and differentiating experience (20 points). All responding firms must be properly registered to practice their profession in Florida and maintain current professional registration certificates. Firms must provide evidence of financial stability, required insurance coverages including $1,000,000 professional liability insurance, occupational licenses, and three minimum references from projects completed within the past ten years. Selection will follow Florida's Consultants' Competitive Negotiation Act, Section 287.055, with NSBU appointing a committee to evaluate proposals and potentially conduct interviews with no more than five firms before selecting and ranking the top three qualified firms for contract negotiation.
