About this opportunity

The Howard County Board of Education is requesting bids on roof replacement contractor services for the Howard County Public School System on an annual or as-needed basis under IFB 020.27.B9, with technical bids due September 23, 2026 at 1:00 PM and a virtual pre-bid conference on September 2, 2026 at 11:00 AM. A 29% Minority Business Enterprise participation goal applies to state-funded projects (8% African American Owned, 11% Women Owned). Addendum No. 2, issued September 15, 2026, clarifies that bidders must demonstrate five years of commercial roof replacement experience under the same company name, with state business registration records and W-9 documentation acceptable proof of continuity.

Bidders must hold a Maryland State Contractors License and maintain a local office within 50 miles of HCPSS. Roof systems include thermoplastic, EPDM, multi-ply asphalt built-up, modified bitumen, metal panels, and shingles. Bidders must hold certifications from a minimum of six of eight manufacturers: Sarnafil, Fibertite, Soprema, Johns Manville, Elevate (Firestone), GAF, Carlisle, and Versico; HCPSS prefers certification from all eight. Sample projects range from approximately 70,000 to 125,000 square feet, completed on accelerated nine-week schedules. Work must occur during the school system's summer break under prevailing wage rates where applicable to state-funded projects.

The resulting contract runs three years from award, renewable at HCPSS's sole option pending successful performance and funding availability. Estimated project values range from $150,000 to $4,000,000 per project; no guaranteed work volume is specified. Performance and Labor and Materials Bonds at 100% are required for individual projects exceeding $100,000. Bid prices remain firm for 120 days from opening. Only contractors achieving a minimum technical score of 70% advance to pricing evaluation. Questions are due September 15, 2026 at 1:00 PM. Insurance must include commercial general liability of $2,000,000 per occurrence and $2,000,000 aggregate, business automobile liability of $1,000,000 per accident, and workers' compensation with $100,000 per accident and $500,000 disease limits. Fourteen contractors submitted bids.
