About this file
This is a Debarment Certification document required by federal regulations implementing Executive Order 12549 for the Howard County Board of Education's Roof Replacement Contractor Services bid in Maryland. The certification applies to prospective bidders and their principals in connection with this state and local contract opportunity for roof replacement services to be provided on an annual or as-needed basis within the Howard County Public School System. The awarded bidder(s) shall furnish and install all necessary supervision, tools, materials, parts, equipment, and labor to complete each project. The document requires bidders to certify their eligibility and responsibility status prior to bid submission.
The certification requires bidders to attest that they are not presently debarred, suspended, or ineligible from federal covered transactions; have not been convicted of fraud or criminal offenses related to public transactions within the preceding three years; are not currently indicted or charged with relevant offenses; and have not had public transactions terminated for cause or default within the preceding three years. Bidders must acknowledge that false statements on this certification may result in bid rejection or award termination, and that providing false information may result in criminal prosecution or administrative sanctions. Any exceptions to these certifications must be documented and attached, with notation of the applicable party, initiating agency, and dates of action, though exceptions will be considered in determining bidder responsibility rather than automatically resulting in denial of award.
