About this opportunity

The City of Evanston, Illinois is requesting bids for restroom and storage renovation at Robert Crown Center (1801 Main Street), Bid 26-27, with electronic submissions due May 19, 2026 at 2:00 p.m. via DemandStar. The City reserves the right to award to an Evanston firm if that firm's bid is within 5% of the low bid, and bidders must comply with the City of Evanston Responsible Bidder Ordinance (1-O-26), which mandates at least 15% of on-site work hours performed by Evanston residents and minimum direct performance of 25% of project services by the named bidder.

The scope includes removal and replacement of restroom partitions, plumbing fixtures, light fixtures, hand dryers, doors and frames, wall material, and outdoor drinking fountain; expansion of men's and women's restrooms through wall relocation; and new polished concrete topping in both restrooms. Plumbing and electrical work is limited to replacement of existing fixtures without load increases; no HVAC modifications are anticipated. The project also includes addition of storage closets and a walk-in freezer. Bidders must provide lump-sum pricing for the base bid plus a $15,000 allowance for general additional work.

The contract award is contingent on substantial completion by October 5, 2026 and final completion by November 6, 2026. A non-mandatory pre-bid meeting is scheduled for April 30, 2026 at 9:00 a.m. at the project site. Bidders must submit a 5% bid bond, with performance and material/labor bonds required at 100% of contract value upon award. Prevailing wage compliance under the Illinois Prevailing Wage Act is mandatory, with monthly certified payroll submissions. Contractors must carry commercial general liability insurance of at least $3 million, automobile liability of $1 million, and workers' compensation coverage. The City maintains a goal of awarding 25% of contracts to M/W/D/EBEs and requires apprenticeship training program enrollment for each construction craft.
