About this opportunity

The West Virginia Department of Administration Purchasing Division is requesting quotes on behalf of the West Virginia Department of Transportation for a supplemental open-end, multiple-award contract for sodium chloride (roadway salt) delivery to designated counties in Districts 3, 4, and 7, with bids due August 3, 2026 at 1:30 PM ET and a mandatory pre-bid meeting required for all vendors (failure to attend results in bid disqualification).

Vendors must be listed on the WVDOH Materials Control, Soils and Testing Division Approved Product List (APL 715.002.000) prior to contract award. The combined estimated tonnage across all three districts is 68,650 tons: District 3 (Calhoun, Jackson, Pleasants, Ritchie, Roane, Wirt, and Wood counties) 36,600 tons across 13 delivery sites; District 4 (Doddridge and Harrison counties) 11,000 tons across five delivery sites; and District 7 (Barbour, Braxton, Gilmer, Lewis, Upshur, and Webster counties) 21,050 tons across 16 delivery sites. Vendors may bid for any or all counties and districts. Pricing must be submitted per ton delivered F.O.B. to designated WVDOH facility locations.

The contract structure includes a purchase guarantee of 60 percent of total estimated tonnage awarded per vendor and a vendor supply guarantee of 120 percent of awarded tonnage. Orders exceeding the 120 percent guarantee are paid at 110 percent of the awarded bid price; emergency orders at 105 percent. Standard delivery is required within 10 calendar days of order receipt; emergency delivery within 2 calendar days. Liquidated damages of $75 per day per delivery order apply if completion exceeds the specified due date, assessed after 15 days past the latest delivery date. Vendors must maintain commercial general liability insurance of at least $1 million per occurrence and automobile liability insurance of at least $1 million per occurrence.

The initial contract term is one year with renewal options for up to three successive one-year periods. Questions are due July 24, 2026 at 4:00 PM ET. The contract permits cooperative purchasing by other public agencies with prior approval from the Purchasing Division Director.
