About this opportunity
Putnam County Board of County Commissioners is requesting sealed bids for road restriping on various county roadways under Bid No. 26-17, with bids due September 16, 2026 at 2:00 p.m. EST and a mandatory pre-bid meeting on August 26, 2026 at 11:00 a.m. in Palatka, Florida — attendance is required to be considered a responsive bidder.
The scope includes furnishing all materials and equipment to provide restriping of centerlines and edge lines throughout Putnam County, with striping applied as either durable painted or thermoplastic per current FDOT and County standards. Ancillary work includes traffic control, sweeping or blowing of roadways, and other incidentals necessary to complete the work.
Bidders must have successfully constructed at least two similar projects as a prime contractor or subcontractor, been in business under the same company name for a minimum of two years, and maintained at least three years of total contracting experience. All bidders must be properly licensed, registered, and certified by the State of Florida, Putnam County, and relevant municipalities. Each bid must include one original hard copy, one duplicate copy, and one USB drive with all documentation in PDF format, accompanied by a bid bond equal to five percent of the total bid amount. The successful contractor must furnish a performance bond and payment bond, each at 100% of the contract price from a county-approved corporate surety.
The contract term runs tentatively from October 13, 2026 through January 25, 2027 (approximately 90 days from the preconstruction conference), with the county retaining the option to extend by mutual consent. Minimum insurance requirements include workers' compensation at statutory limits, automobile liability of $1,000,000 combined single limit per accident, and comprehensive general liability of $1,000,000 per occurrence. A competent superintendent with ten years of related construction experience and a safety officer with five years of related construction experience and either OSHA 30-hour or FDOT MOT certification must be on site at all times. The county will retain five percent from all progress payments until final acceptance. Award recommendation is scheduled for October 13, 2026, with a protest period from September 21–24, 2026.
