About this opportunity
Illinois Department of Public Health is seeking a quote for RMSPlus brand-name software licensing, maintenance, and support for the Federal Cost Reimbursement Random Moment Study program, with quotes due July 8, 2026. Brand-name specification is mandatory to maintain continuity and compatibility with existing Department of Innovation and Technology systems and avoid duplicative implementation, testing, validation, training, and modifications.
The scope includes RMSPlus software licensing providing access to all existing functionality for creating, administering, managing, and reporting Random Moment Studies; user access for agency administrators and study participants; and continued access to historical study data and reports. The subscription must include comprehensive software maintenance, updates, technical support, and customer service at no additional cost. Technical support must be available during standard business hours (Central Time) with defined response timeframes based on issue severity, escalation options for critical issues, and support through email, phone, and an online portal or ticketing system. The vendor must deliver a Service Level Agreement describing uptime expectations, maintenance windows, and performance commitments, along with general customer service functions including account access, subscription administration, user onboarding, and configuration assistance.
Work is performed remotely. The contract period runs July 1, 2026 through June 30, 2027. Electronic submission of bids is required through Bidbuy.
Vendors must execute the Standard Illinois Certifications (Version 26.2), covering 34 mandatory certifications including non-delinquency on educational loans and state debts, absence of felony convictions, drug-free workplace standards (for contracts exceeding $5,000 with 25 or more employees), equal employment opportunity, Illinois Use Tax collection, compliance with the Illinois Information Technology Accessibility Act Standards, and cybersecurity directives from the Department of Homeland Security. Contracts of $1,000 or more are subject to a $15 minority contractor initiative fee deducted from first payment. The State retains sole and exclusive ownership of all work products and intellectual property. Vendors must maintain $1,000,000 general liability insurance per occurrence and $2,000,000 annual aggregate, plus workers' compensation and auto liability coverage. The contract is contingent upon appropriation of funds and subject to termination or suspension if the Illinois General Assembly fails to provide sufficient funding or the Governor reduces departmental appropriations.
