About this opportunity

The Indiana Department of Administration is soliciting proposals for comprehensive clinical laboratory services at the Indiana Veterans' Home under RFS 27-87834, with proposals due October 28, 2026, and a pre-proposal conference on September 30, 2026. A 3% Indiana Veteran Owned Small Business (IVOSB) participation goal applies; respondents scoring below the goal receive minimum -1 point scoring adjustment. CLIA certification is mandatory.

The scope encompasses full-range laboratory services including chemistry, toxicology, microbiology, hematology, cytology, endocrinology, immune-hematology, immunology, and histology for IVH residents. The contractor must employ at least one full-time board-certified clinical pathologist available for consultation, maintain College of American Pathologists accreditation, and pick up STAT specimens within two hours with results reported within four hours of specimen draw. Routine specimen pickup occurs Monday, Wednesday, and Friday between 5:30 AM and 12:00 PM. The contractor must provide 24/7 on-call laboratory staff, supply all collection and transport materials, conduct in-service training for IVH staff, and deliver monthly reports detailing tests ordered and charges by physician. Billing prioritizes third-party insurance as full compensation, with remaining balances billed to IVH according to the Medicare Physician Fee Schedule; invoices must be submitted within one year of service dates. VA Per Diem residents are excluded from third-party billing.

The contract term is four years from execution with two optional one-year extensions available, for a potential six-year duration. Performance is measured through Key Performance Indicators covering on-time delivery, quality standards, budget compliance, and modified Net Promoter Score; low ratings or KPI failures may constitute contract default.

Evaluation totals 60 points: 50 for Management Assessment/Quality (Business and Technical Proposal combined), 5 for Buy Indiana Initiative qualification, and 5 for IVOSB Subcontractor Commitment with one available bonus point. All proposals must include executive summary, business proposal with financial documentation, technical proposal, reference check forms, attestation form, IVOSB Commitment Form (if applicable), and Infrastructure Overview. Proposals failing to submit all mandatory attachments will be disqualified. Questions are due October 7, 2026, with responses posted by October 14. Award recommendations are targeted for December 1, 2026.
