About this opportunity
The University of Washington is requesting proposals to design, fabricate, test, finish, and deliver 14 structural frames (12 IBN and 2 TTM units) under RFQQ 1230896, with proposals due July 30, 2026 at 4:00 p.m. PST and inquiries due July 1, 2026. This is a federally funded procurement governed by Federal Contract Terms and Conditions; the University encourages but does not require or preference MWBE participation (6% MBE and 4% WBE goals are voluntary, as are 15% Small Business goals).
All frames are fabricated from ASTM A36 steel and must comply with AWS D1.1.2 welding standards performed by personnel holding current PQRs. The scope includes detailed weldment assemblies, base plates, load supports, lifting frame components, and bail arm assemblies with specified component drawings. All welds require radiographic testing per ASTM E1742 with examination reports provided at delivery. Finishing requires thermoplastic powder coating in safety yellow applied after welding, with selective masking of threaded holes and zinc anode attachment points. Surface finish is 125 micro RA on machined surfaces, fillets are R.015 maximum, and all burrs and edges are broken to 0.015 inches maximum. Dimensional tolerances are 0.030 / 0.020 / 0.005 for single / double / triple decimal places. The complete deliverable weighs 1,236 pounds and must be delivered no later than December 15, 2026; earlier delivery is acceptable.
Evaluation is weighted as Technical Requirements (30%), Project Management and Schedule (10%), Past Performance and Experience (30%), and Price Proposal (30%). Pricing must cover fabrication, coating and finishing, inspection and testing, documentation, packaging, and delivery. Payment terms are Net 30 from receipt of goods or invoice, whichever is later, with progress payments acceptable and the final 25% due upon acceptance. Shipping is Incoterms 2020 DAP Prepaid and Added. All proposals remain valid for a minimum of 180 business days. Bidders must register in the University's Workday Strategic Sourcing System to access the solicitation and submit responses; all communications must occur through the Event Message Center within the platform.
