The scope is intensive outreach, case management, resource navigation, crisis response, and related services targeting youth and adults at highest risk of involvement in gun violence, including group-involved violence. Services will be delivered across Minneapolis and its diverse cultural and linguistic communities with field-based, relationship-driven approaches. Respondents must demonstrate ten minimum qualifications: at least three years of direct experience providing violence intervention or prevention services to justice-impacted individuals; three years serving youth and young adults involved in or at risk of group or gang-related violence; direct experience with Group Violence Intervention (GVI) or focused deterrence approaches; prior successful administration of government contracts; current Minnesota business registration in good standing; absence from debarment and federal exclusion lists; no terminated City of Minneapolis contracts; written acknowledgement of insurance requirements and background check compliance; and demonstrated GAAP-compliant accounting practices.
The City intends to award a single contract with budget and specific award amounts to be determined during the contracting phase. The awarded contractor must provide monthly reporting using City-provided templates, tracking program activities including behavioral health services, new participants, outreach activities, employment and education trainings, and programmatic barriers, with reports due by the 10th of each month. Qualified organizations will be notified of eligibility to advance to the subsequent RFP stage by November 2, 2026. Questions are due by 4:00 p.m. on September 18, 2026. Responses must be submitted electronically through the eSupplier Portal as a single PDF document. Respondents must provide a line bid price as part of their submission.
