About this opportunity
SUNY Upstate Medical University is requesting quotes for audiovisual system design, installation, and integration in the Optometry School classrooms under RFQ S-1619, with proposals due October 7, 2026 at 10:00 a.m. EST. This procurement is limited to New York State certified minority-owned, women-owned, service-disabled veteran-owned businesses, or vendors selling recycled or remanufactured technology — a 100 percent combined MWBE and SDVOB goal that restricts eligibility. No sealed bid will be held; award will be made under SUNY's discretionary authority pursuant to State Finance Law 163.6.
The scope encompasses complete AV infrastructure across seven locations: five classrooms (1301–1304, 1300), one preclinical lab (1311), and one office space (1268). Deliverables include wall-mounted and ceiling-mounted displays (43 to 86 inches), ceiling-mounted PTZ cameras, height-adjustable lecterns with integrated AV components, Dante-networked audio systems with DSP programming, Crestron control systems, and fire alarm integration. All pricing must include labor, materials, equipment, supervision, programming, testing, documentation, shipping, and delivery on an F.O.B. Destination basis.
Mandatory vendor certifications include Cisco Preferred Partner designations (Collaboration, Networking, Services, and Security), Crestron Masters Certified Programmer, AVIXA CTS-D engineering and CTS-I installation certifications, OSHA 10-hour certification, and specialized certifications for Biamp, QSys, Dante, and Extron systems. Bidders must complete the provided Cost Worksheet (Attachment 1) with unit pricing for all line items; proposals in any other cost format will be rejected as non-responsive. All pricing is subject to New York State prevailing wage rates; no price increases or surcharges are permitted.
Questions are due October 1, 2026 at 4:30 p.m. EST, with responses by October 5. Award is anticipated mid-October 2026, with contract start in early November. The contract is a one-time purchase with no renewal options.
