About this opportunity
The Maryland State Department of Education is requesting quotations for a partner to develop comprehensive instructional materials for Integrated Algebra 1, a secondary mathematics course, with proposals due August 17, 2026 at 2:00 p.m. EST under RFQ FY27-OTL-001. Small, minority, and veteran-owned businesses are encouraged to respond.
The scope encompasses complete student instructional materials, comprehensive teacher guidance, formative and summative assessments, a course scope and sequence document, standards alignment crosswalks, and a culminating modeling-based capstone project. All materials must integrate algebraic thinking, geometric reasoning, and reasoning with data, statistics, and probability; comply with accessibility and universal design for learning principles; and be delivered in fully editable digital formats and print-ready PDFs. The course framework organizes content into four interconnected learning arcs with specified emphasis levels: Using Data to Investigate Relationships (15%), Comparing & Modeling Patterns of Change (35%), Structure, Geometry & Mathematical Justification (20%), and Applications of Equations, Inequalities & Systems (30%).
Deliverables span two milestones: an initial milestone in September 2026 with a complete scope and sequence plus two fully developed instructional units, and a final milestone in February 2027 with the complete instructional materials package. The contract term is 18 months, commencing on or about August 30, 2026 and terminating August 19, 2027, with no renewal options. The total contract value shall not exceed $100,000 for the entire term.
MSDE grants the vendor a non-exclusive, perpetual, irrevocable, royalty-free license to reproduce, distribute, revise, adapt, and create derivative works for educational purposes within Maryland. The awarded vendor may sell its own proprietary materials after course development, subject to licensing restrictions limiting commercial use by third parties. MSDE does not mandate LEA adoption; districts retain discretion to adopt, adapt, or decline materials. Vendors must be registered to do business with Maryland and submit bids through eMaryland Marketplace Advantage. Addendum 2, posted August 6, revised the due date from August 6 to August 17 and clarifies intellectual property and licensing provisions; all prior submissions will not be accepted and vendors must resubmit.
