About this opportunity
The Town of Schroon, New York is requesting Statements of Qualifications for engineering consultant services to advance the Rogers Brook Sewer Main Improvement Project from final design through construction closeout, with SOQs due July 1, 2026 at 2:00 PM. MWBE, SDVOB, and DBE participation is strongly encouraged; the project is funded in part through the New York State Environmental Facilities Corporation Clean Water State Revolving Fund and the Northern Border Regional Commission, triggering federal qualifications-based procurement standards, Davis-Bacon prevailing wage requirements where applicable, Build America Buy America requirements, and American Iron and Steel requirements where applicable.
The scope encompasses final design, regulatory permitting and agency coordination, bidding-phase services, construction administration, inspection, and project closeout for a sanitary sewer improvement project addressing a 300-linear-foot gravity sewer of vitrified clay pipe installed before 1972 near Rogers Brook and NYS Route 9. The recommended alternative involves rerouting three sewer laterals to a new gravity sewer and manhole north of the Route 9 bridge, installing grinder pump stations to serve the Adirondack Inn and laundromat, and abandoning the existing sewer in place. Respondents must be New York State licensed professional engineering firms with demonstrated experience in municipal wastewater infrastructure, NYSEFC-funded initiatives, environmental permitting, and construction administration. Coordination with NYSDOT on a concurrent bridge replacement project is required.
The preliminary engineering report prepared by Environmental Design & Research in May 2026 is available for reference on Contractor Reporter. The estimated total project cost is $634,000. The project timeline targets final design completion by September 2026, regulatory review September 2026 through January 2027, bid documents in February–March 2027, construction contract award in May 2027, and construction from July–August 2027 through November 2027. Evaluation criteria assign 20 points for relevant municipal sewer and wastewater project experience, 15 for NYSEFC/CWSRF/NBRC funding experience, 20 for project understanding and approach, 25 for proposed project team qualifications, 10 for agency coordination experience, 5 for MWBE/SDVOB compliance experience, and 10 for references, totaling 100 points. Questions are due June 24, 2026. A detailed fee proposal is not required at the RFQ stage. Addendum No. 1 and Addendum No. 2 (Q&A) have been issued and must be acknowledged in submissions.
