About this opportunity
The Town of Marana Water Department is requesting qualifications for Construction Manager at Risk (CMAR) pre-construction and construction services for the Marana Park Water Treatment Facility (WT073), with statements of qualifications due August 6, 2026, and a mandatory pre-submittal conference and site visit on July 23, 2026. Attendance at the July 23 conference is mandatory; contractors not attending are ineligible to submit.
The scope includes CMAR pre-construction and construction services for a water treatment facility designed to reduce per- and polyfluoroalkyl substances (PFAS), specifically PFOA and PFOS, to EPA maximum contaminant levels, with future space allocated for 1,4-dioxane removal. The facility is located in Section 27, Township 11 South, Range 11 East in Pima County on Town-owned property. The proposed schedule includes pre-construction services beginning July 2026, long-lead procurement in January 2027, construction commencement in June 2027, and project completion in June 2028. The contractor must provide an acceptable guaranteed maximum price (GMP); if negotiations fail to produce an acceptable GMP, the project will be re-advertised for traditional bid.
The project is funded through the Water Infrastructure Finance Authority (WIFA) of Arizona and subject to WIFA contract requirements, American Iron and Steel provisions, and Davis-Bacon prevailing wage requirements.
The evaluation committee will rank contractors on CMAR pre-construction and construction services teams (15 points each), pre-construction capabilities (20 points), construction capabilities (15 points), past CMAR project performance (15 points), safety record (10 points), and subcontractor selection plan (10 points). Fees and cost information are not considered during the SOQ and interview phases. The Town will select three to five finalists for interviews and negotiate with the highest-ranked firm; if negotiations fail, the Town will proceed to the next-ranked contractor.
Statements of qualifications must not exceed 12 pages plus one cover letter and unlimited resumes in Times New Roman 12-point font with one-inch margins. Submissions must include Exhibit A (Contractor Information Sheet), Exhibit B (Three-Year Contract History), and three references submitting Exhibit C (Contractor Performance Inquiry Form) by August 5, 2026.
