GENERAL SCOPE OF SERVICES:
Introduction
The Town of Marana Water Department (Marana Water) seeks to retain the services of a qualified, professional firm (Contractor) to provide Construction Manager at Risk (CMAR) Pre-Construction and Construction Services for the Marana Park Water Treatment Facility (WT073). The water treatment facility will be installed to reduce the concentrations of per- and polyfluoroalkyl substances (PFAS) with future space allocated to removal of 1,4-dioxane found in groundwater. The Contractor will provide construction services if an acceptable guaranteed maximum price (GMP) is provided by Contractor and accepted by the Town.
Project Location
The Marana Park Water Treatment Facility will be located in Section 27, Township 11 South, Range 11 East of the Gila and Salt River Base and Meridian within Pima County, Arizona. The work is within the jurisdictional limits of the Town on property owned by the Town.
Background
Marana Water owns and operates seven individual municipal potable water systems serving a population of over 24,000 people. In 2017, Marana Water consulted with Carollo Engineers to complete a Groundwater Quality Improvements Alternatives and Implementation Plan to propose treatment alternatives for PFAS, particularly PFOS and PFOA, and 1,4-dioxane at specific water production and distribution facility locations. In March 2023, the Environmental Protection Agency (EPA) announced a proposed National Primary Drinking Water Regulation (NPDWR) for six PFAS compounds in drinking water. The proposed rule includes maximum contaminant levels goals (MCLGs) and MCLs for PFOA and PFOS as individual contaminants. On April 10, 2024, the EPA announced the final NPDWR for six PFAS compounds, which established the legally enforceable MCLs. Through the voluntary sampling program, Marana Water confirmed the presence of the now-regulated compounds PFOA and PFOS in groundwater that constitute the potable sources for Marana Park Well, Sandario Well, and Gladden Farms Well, which collect at the reservoirs at the Marana Park Water Site. The concentrations of these compounds were found to be above the current MCL established by the EPA of 4.0 ng/L for PFOA and PFOS. Sampling results can be found at http://www.maranaaz.gov/water-quality.
After receiving the results, Marana Water initiated an alternative evaluation and implementation plan, which was completed in December 2017. See Attachment A.
The Marana Town Council directed Marana Water to pursue design and construction of treatment facilities to reduce the concentrations of PFOA and PFOS to below the MCLs and to design them such that space will be allowed for the treatment of 1,4-dioxane if water sampling results find 1,4-dioxane to be above Health Advisory (HA) limits in the finished water provided to customers.
http://www.maranaaz.gov/water-quality
WT073, CMAR 5
Therefore, Marana Water desires to retain the services of a qualified and responsive general contractor (Contractor) to provide services for the construction of a treatment facility at the Marana Park Water Site. Committing to and maintaining a project schedule will be a critical factor of this project.
The Groundwater Quality Improvements – Alternatives Evaluation and Implementation Plan (Attachment A), includes a recommended treatment process layout for PFAS and 1,4 dioxane treatment:
1) Granular activated carbon (GAC) for PFAS removal.
2) Ultraviolet-Peroxide Advanced Oxidation Process (UVAOP) for 1,4-dioxane removal.
It is the Town’s preference to pursue the treatment facility construction of GAC vessels for treating PFAS at the Marana Park Water Site with space to allow for adding 1,4-dioxane treatment (UVAOP) in the future. The project will also include pump and electrical upgrades at two remote well sites. Additional work will include the construction of an access road from Lon Adams Rd to the site with fence and gate, and relocation of the booster station discharge pipeline, which may be developed as an early GMP ahead of the treatment system construction.
The project is funded through the Water Infrastructure Finance Authority (WIFA) of Arizona. A copy of the WIFA contract requirements can be found in Exhibit G.
DESCRIPTION OF SERVICES:
Pre-Construction Services
The Contractor selected to provide CMAR pre-construction services for the Marana Park Water Treatment Facility (WT073) will work closely with the Town and Carollo Engineers to develop the following in accordance with the terms and conditions set forth in Exhibits D and F hereto:
• Provide detailed cost estimating and knowledge of marketplace conditions;
• Provide a comprehensive critical path method, resource-loaded, construction schedule with detailed phasing and sequencing plans that will minimize disruptions to continuous operation of the existing facilities;
• Provide long-lead procurement studies and initiate procurement of long-lead items, as necessary;
• Provide quality and quantity reviews of the plans and specifications;
• Provide complete GMP proposals with assumptions to the Town;
• Propose cost-saving and/or value engineering initiatives that accommodate the design intent;
• Work cooperatively with the Town and Carollo Engineers to develop high quality plans, specifications, and construction schedule to accommodate the CMAR means and methods for construction of the project;
WT073, CMAR 6
• Work closely with the Marana Water staff to ensure that water supply facilities at each of the sites remain in operation during construction and commissioning;
• Perform pre-construction advanced preparation services prior to the construction phase, which may include such services as subsurface and geotechnical utility investigations, survey layout, SWPPP installations, etc.
• Ensure that all contract language, specifications, equipment and materials comply with WIFA requirements, including but not limited to American Iron and Steel, Davis-Bacon prevailing wages, etc. A copy of the contract packet can be found in Exhibit G.
Construction Services
The Contractor selected for the pre-construction services will be asked to develop one or more guaranteed maximum price (GMP) proposals for the construction phase of the Marana Park Water Treatment Facility (WT073). If the GMP(s) are successfully negotiated with the Town, the Contractor will be authorized to proceed with the construction phase utilizing the construction schedule and phasing plans developed during the pre-construction services pursuant to the terms and conditions set forth in Exhibits E and F hereto. If a GMP cannot be negotiated, the Contractor's services will be terminated. The project will then be advertised for bid as a Water Department construction project.
The construction phase of the water treatment facility will include furnishing and installation of all treatment facilities and appurtenances identified during design and pre-construction services including, but not be limited to, above and below grade piping, electrical and control installation and programming, all site work including grading, utility installation/relocation, pavement installation, masonry, steel framing and installation of various treatment equipment such as granular activated carbon vessels, sediment control and pumping equipment, backwash tank and recycle pumping equipment, etc.
The proposed project schedule is shown as follows:
Carollo Began Design: January 2026 Begin Preconstruction Services: July 2026 Begin Access Road Construction Services November 2026 Begin Long-Lead Procurement Services January 2027 Begin Construction Services: June 2027 Complete Construction/Commissioning: June 2028
MANDATORY PRE-SUBMITTAL CONFERENCE IS SCHEDULED
A mandatory Pre-Submittal Conference (Conference) will be held to provide an overview of the project and provide an opportunity for interested Contractors to ask questions of the project team. The Conference will be held at the Marana Municipal Complex, 11555 W. Civic Center Drive, Marana, Arizona 85653, on July 23, 2026, at
WT073, CMAR 7
10:00 a.m. in the Conference Center, followed by a site visit for all contractors interested in walking the facility. Contractors who do not attend the pre-submittal conference will not be allowed to submit for this solicitation.
Technical questions regarding this RFQ shall be submitted by email to rtorres@maranaaz.gov no later than July 28, 2026, at 3:00 p.m. An addendum will be issued providing the Town’s responses to written questions. DO NOT POST
QUESTIONS ON THE PUBLIC PURCHASE WEBSITE.
CONTRACTOR SELECTION PROCESS:
The selection process will follow the requirements of Arizona Revised Statutes, Title 34, Chapter 6, Article 1. The Evaluation Committee will consist of three representatives from the Town, a registered engineer, and a licensed contractor not submitting a SOQ for this project.
This RFQ does not request, nor will the Evaluation Committee request or consider, fees, price, man-hours, or any other cost information at any point in the review and scoring of SO Qs or during the interview process .
The selection process will consist, at a minimum, of the submittal and evaluation of SOQs by the Evaluation Committee. The Evaluation Committee will review and score the SOQs according to the criteria detailed in this RFQ. The tabulation of individual evaluators’ submittal rankings will be used to rank the SOQs. The Evaluation Committee shall select no less than three nor more than five of the SOQs and those Contractors will be notified of their selection for interviews.
The Town will invite the selected finalists to participate in a presentation and structured interview. Scores from the initial SOQ evaluation will not carry over into the interview phase. Finalists will receive the criteria and instructions for their presentations at least two weeks prior to the interview date. Presentations will be limited to one hour. The Town will provide interview questions consisting of both standard questions asked of all firms and questions specific to each firm based on its proposal. Additional questions may arise during the presentation. The Evaluation Panel will score the presentations and interviews and will award the project to the consultant receiving the highest score. The other Contractors will be notified that they are not the top ranked Contractor and invited to a debriefing.
The Town will commence negotiations for the scope of work, fees and general conditions costs with the top ranked Contractor. If the Town and top ranked Contractor are unable to reach fair and reasonable contract terms, the Town will terminate negotiations with that Contractor and move to negotiate with the next ranked Contractor. This process will continue until a successful contract is negotiated or the Town elects to reject all the Contractors. At no time in the negotiation process will the Town re-open negotiations or award a contract to a Contractor after negotiations have been terminated with that Contractor.
