About this opportunity
The County of San Diego Department of Public Works is requesting quotes for as-needed soil stabilizer products and delivery services under RFQ 13353, with quotes due August 28, 2026 at 5:00 p.m. and questions due August 21, 2026 at 5:00 p.m.
The scope is furnishing and delivering a non-hazardous, commercially available soil stabilizer product in sealed 275-gallon Intermediate Bulk Containers (IBC totes) for dust control and soil stabilization at seven County airport facilities, with delivery to Gillespie Field in El Cajon, California. Estimated usage is approximately two deliveries of seventeen totes per year. The soil stabilizer must meet specified technical requirements: minimum thirty percent synthetic vinyl copolymer dispersion, maximum seventy percent water content, minimum twelve-month shelf life, and HMIS ratings of zero for health, flammability, and physical hazards. The product must be non-corrosive, non-flammable, and free of materials identified as carcinogenic by OSHA, the National Toxicology Program, IARC, or California Proposition 65. Acceptable products named in the payment schedule are Dust Control Plus or Rhino Snot brand.
The contract includes an initial one-year base period beginning February 1, 2027, with four optional one-year renewal periods. Actual annual quantities may vary based on County operational needs; the stated estimates are not guaranteed. Offerors must submit pricing through the County's BuyNet website payment schedule template and complete the Offeror's Cover Page, Representations and Certifications, and acceptance of the County's Standard Purchase Order Terms and Conditions. The County reserves the right to award to any qualified offeror and makes no commitment to award. Contract award is contingent on the County's determination that services can be provided more economically and efficiently by an independent contractor than by County employees.
