About this opportunity

Los Angeles World Airports (LAWA) is requesting qualifications from FAA-recognized Aircraft Rescue and Firefighting (ARFF) training providers to deliver FAA Part 139.319-compliant annual certification, recurrent training, and live fire drills for Los Angeles Fire Department ARFF personnel, with proposals due September 25, 2026. LAWA intends to establish a multiple-award vendor bench through this RFQ process; services will be performed on an as-needed basis through separate task orders at Los Angeles International Airport and Van Nuys Airport.

All respondents must be registered with the California Department of Industrial Relations under Labor Code Section 1725.5 and maintain FAA-recognized ARFF training credentials. Scope includes federally mandated annual live fire drills, hands-on equipment training, and ARFF curriculum as defined in FAA Advisory Circular 150/5210-17C. The procurement applies small business enterprise participation requirements; certified SBE, MBE/WBE, and DBE respondents receive enhanced insurance thresholds under the contract.

The contract term is three years with two one-year renewal options. Total compensation is capped at $700,000 across all task orders and parallel contracts, calculated using fully burdened hourly rates for various personnel classifications and allowable reimbursable costs as specified in the draft contract. Respondents must bear all costs associated with badging, escorting, and obtaining airfield access.

Contractors are required to maintain comprehensive insurance: Workers' Compensation at statutory limits with Employer Liability of $1,000,000 per accident, employee, and policy limit; Commercial General Liability of $2,000,000 per occurrence for non-airfield or $5,000,000 for airfield access (or $10,000,000 for certified SBE/MBE/WBE/DBE); Commercial Auto Liability of $2,000,000 combined single limit for non-airfield or $5,000,000 for airfield access (or $10,000,000 for certified disadvantaged businesses); and Professional Liability of $1,000,000 per claim and $2,000,000 annual aggregate. All insurance must be written by carriers with an AM Best's rating of A-VII or better and must be primary and non-contributory.

Submission is through Bonfire (Euna). All respondents must acknowledge receipt of addenda and submit required administrative forms, including the Affidavit of Non-Collusion, CEC Forms 50 and 55, Contractor Responsibility Program Questionnaire, Equal Benefits Ordinance Compliance Affidavit, and Iran Contracting Compliance Affidavit. Monthly payment requests must be submitted within 120 days of service completion with detailed timesheets and documentation.
