About this file

RFQ Summary: ARFF Training Services

This is a Request for Qualifications (RFQ) document issued by Los Angeles World Airports (LAWA) in partnership with the Los Angeles Fire Department (LAFD) to identify FAA-recognized Aircraft Rescue and Firefighting (ARFF) training providers. The procurement seeks qualified vendors capable of delivering FAA Part 139.319 compliant annual certification, recurrent training, and live fire drills for LAFD ARFF personnel. The services required include federally mandated annual live fire drills, hands-on equipment training, and ARFF curriculum as defined in FAA Advisory Circular 150/5210-17C. LAWA intends to establish a vendor bench to enable faster scheduling, competitive pricing, and uninterrupted training availability. Bidders must register and submit responses through the Bonfire (Euna) electronic bid portal. Vendors are instructed to monitor the "Public Notices" tab for updates or addenda to the bid and may use the "Vendor Discussions" tab to communicate with LAWA regarding questions or concerns.

The RFQ document does not specify explicit response deadlines, award dates, contract terms, renewal options, pricing structures, set-asides, or incumbent information within the available content. Bidders experiencing technical issues with document uploads or other Bonfire platform problems should contact Bonfire Support through the designated customer support portal prior to the bid due date. This procurement is driven by LAWA's requirement to maintain full compliance with FAA Part 139.319 regulations and ensure continuous availability of federally compliant ARFF training services for LAFD personnel.

SECTION 1

PROCUREMENT OVERVIEW AND

INSTRUCTIONS

1.1 SUMMARY

Los Angeles World Airports (“LAWA”) is issuing this Request for Qualifications (“RFQ”) to solicit Statements of Qualifications (“SOQ”) from qualified firms (“Respondents”) to prequalify for an Airport Bench Contract (ABC) pool of on-call services for comprehensive FAA-recognized Aircraft Rescue and Firefighting (“ARFF”) training providers capable of delivering 14 Code of Federal Regulations section 139.319-compliant annual certification, recurrent training, and live fire drills for LAFD ARFF personnel services as described in Section 5. Qualified firms shall demonstrate expertise and capability in one or more of these areas of services. This bench contract is intended to benefit LAWA by establishing multiple pre-qualified firms eligible to provide services via competitive Task Order Solicitation (TOS) procurements.

1.2 TOTAL VALUE OF ABC TASK ORDERS

The total funding authority value of all task orders issued for the performance and completion of the services under all contracts awarded as a result of this RFQ solicitation (Contract or Contracts) is Seven Hundred Thousand United States Dollars ($700,000) over a term of three (3) years with two (2) optional one-year renewal options. The Respondent or Respondents awarded a Contract (“Contracted Firm or Contractor”) shall be compensated according to the task order and the guidelines established by the Contract documents for the services provided.

The total value of the ABC Task Orders is an estimate of the total combined value of all Task Orders that will be issued, if any, and does not constitute an express or implied representation or promise by LAWA that Contracted Firm(s) will be offered or provided the opportunity to perform services under a Contract awarded pursuant to this RFQ, nor any guarantees of task order award.

1.3 PROCESS OVERVIEW

The following is the process in which LAWA will utilize to select Contracted Firms for specific services during the term of this contract:

a. LAWA will establish a bench that takes into consideration the two (2) categories as described in Section 5.2, Scope of Work. LAWA intends to select one or more unique Contractors that will provide one or more of these services. Respondents are encouraged to propose on any or all of the listed categories. Opportunities for Contracted Firms to provide services will be made via a competitive TOS process.

b. LAWA, on an as-needed basis, will issue a notice of available work to all qualified Contractors. Contractors awarded through the TOS process will receive a formal Notice to Proceed (NTP). LAWA reserves the right to direct award and forego the TOS process when it is in the public’s best interests to do so, as determined by LAWA in its sole discretion.

c. Respondent acknowledges that LAWA may have, or may enter into, other contracts for identical or similar services. If awarded, the Contract does not grant the Contractor exclusive rights to provide any or all services under this agreement. LAWA reserves the right to procure services through other methods, including solicitations outside this RFQ, if deemed more advantageous to LAWA.

d. No services will be performed under any Contract awarded to Contracted Firm(s) as a result of this RFQ unless and until a task order is separately awarded by LAWA in relation to such Contract. Pre-qualification does not establish any right to an award of any work, and LAWA has no obligation to include any pre-qualified Contracted Firm(s) in any TOS.

1.4 COOPERATIVE AGREEMENTS (Piggybacks):

From time to time, other City of Los Angeles Departments and/or other governmental agencies outside the City may want to enter into an agreement or contract using the terms and conditions of a contract resulting from this RFQ.

The selected Respondents shall provide at contract inception and expiration of any insurance policy required by this Agreement all certificates of insurance and applicable endorsements as required by the Contract directly to LAWA.

The contractor will not receive a notice to proceed with the work under Task Order, as part of the ABC Contract, until it has obtained all General and Special insurance required and such insurance has been approved by LAWA. This approval of insurance shall neither relieve nor decrease the liability of the selected Respondents.

Insurance requirements shall be in accordance with Exhibit 2 Insurance Requirements.

L. PUBLIC DISCLOSURE REQUIREMENTS

All documents submitted in response to the RFQ will become a matter of public record and shall be thereupon considered public records. If a bidder believes that any portion of its SOQ is exempt from public disclosure, such portion shall be clearly marked “Trade Secret,” “Confidential,” or “Proprietary.” By submitting information with portions marked in this manner, the bidder represents that it has a good faith belief that such material is exempt from disclosure under the California Public Records Act, California Government Code §§ 7920, et. seq. A bidder that indiscriminately marks all or most of its SOQ as exempt from disclosure as a public record, whether by notations of “Trade Secret,” “Confidential,” “Proprietary,” or otherwise, may render the SOQ non-responsive and will be rejected. LAWA will not provide advice as to the nature or content of documents to protection from disclosure under the California Public Records Act, including interpretations of the Act or the definitions of “trade Secret,” “confidential” or “Proprietary.”

LAWA is not liable or responsible for the disclosure of records marked “Trade Secret,” “Confidential” or “Proprietary,” including those exempt from disclosure if disclosure is deemed required by law, by an order of Court, or which occurs through inadvertence, mistake or negligence on the part of LAWA or its Board, officers, representatives, assigns, successors, employees or agents. At such time as SOQs are deemed a matter of public record, pursuant to the above, any bidder or member of the public shall be afforded access for inspection or copying of such SOQs, by request made to LAWA in compliance with the California Public Records Act.

The bidder shall agree to reimburse LAWA for, and to indemnify, defend and hold harmless LAWA, its Board, officers, representatives, assigns, successors, fiduciaries, employees and agents from and against any and all claims, damages, losses, liabilities, suits, judgments, causes of action, demands, fines, penalties, costs and expenses including without limitation, attorney’s fees, expenses and court costs of any nature whatsoever arising from or relating to LAWA’s non-disclosure of any such designated portions of a SOQ if disclosure is deemed required by law or court order.

Additionally, LAWA may request that the bidder directly defend any action for disclosure of any information marked “Trade Secret,” “Confidential,” “Proprietary,” or otherwise; if the bidder refuses to do so after requested by LAWA’s sole option, LAWA may release those parts of the SOQ so marked without any liability whatsoever to the Respondents.

M. ADDITIONAL DISCLAIMERS AND RESERVATIONS

By submitting a response to this RFQ, the Respondent agrees to be bound by all of the terms, conditions, disclaimers, and requirements set forth in this RFQ.

Failure by LAWA to object to an error, omission, or deviation in the submittal package will in no way modify this Solicitation Document or excuse Respondent from full compliance with the requirements of this Solicitation Document. Neither the Board nor LAWA shall be obligated to respond to any submittal, nor shall they be legally bound in any manner whatsoever by the receipt of a submittal.

All information stated in the submittal should be factual, truthful and should not be fabricated, embellished, extended or misrepresented. This type of correction or amendment will only be allowed for errors such as typing, transposition, or any other obvious error. Any changes will be dated, and time stamped and attached to the SOQ. All changes must be coordinated in writing with and authorized by LAWA.

Q. INCORRECT SOQ INFORMATION

If LAWA determines that a Respondent has provided incorrect information for consideration in the evaluation process, which the Respondent knew or should have known, was materially incorrect, that SOQ may be deemed non-responsive, and the SOQ may be rejected.

R. WITHDRAWAL OF SOQ

A Respondent may withdraw their submitted SOQ at any time prior to the specified due date and time. Requests must be in writing. After withdrawing a previously submitted SOQ, the Respondent may submit another SOQ at any time up to the specified due date and time.
