About this file

This Acknowledgment Letter is a submission form required by Los Angeles World Airports (LAWA) for the Request for Qualifications (RFQ) to procure FAA-recognized Aircraft Rescue and Firefighting (ARFF) training services. The RFQ seeks qualified training providers capable of delivering Part 139.319 compliant annual certification, recurrent training, and live fire drills for Los Angeles Fire Department (LAFD) ARFF personnel. The procurement aims to establish a vendor bench that ensures LAWA maintains full compliance with FAA Part 139.319 requirements, including federally mandated annual live fire drills, hands-on equipment training, and ARFF curriculum as defined in FAA Advisory Circular 150/5210-17C. Proposers must submit this acknowledgment letter as part of their proposal package, with all submissions made through the Bonfire (Euna) bid portal. Prospective bidders are responsible for monitoring the Public Notices tab in Bonfire for any addenda or updates to the bid.

The Acknowledgment Letter requires proposers to provide company information, contact details for proposal clarification, and California Department of Industrial Relations (DIR) registration number, as no contractor or subcontractor may be listed on a bid proposal or awarded a contract for a public works project unless registered with DIR pursuant to Labor Code section 1725.5. Joint ventures or partnerships must submit partnership agreements describing the scope and amount of work each participant will perform and include a provision that each participant will be jointly and severally liable to LAWA for completing all work. Proposers must acknowledge receipt of all addenda and incorporate their requirements into the proposal, with failure to identify all addenda potentially resulting in disqualification. The submission must be signed by an individual with legal authority to bind the firm in contractual matters with LAWA, affirming that all facts represented in the proposal are true and correct.
