About this opportunity
The Georgia Department of Transportation (GDOT) is requesting Statements of Qualifications for Government Estimator Contract Services on a statewide basis under RFQ 484-090826, with responses due September 8, 2026 at 2:00 p.m. and written questions due August 25, 2026 at 2:00 p.m. GDOT will award two separate On-Call IDIQ contracts, each with a five-year maximum term. A critical conflict-of-interest restriction applies: any engaged prime consultant member awarded this contract is exclusive to GDOT and prohibited from competing on any Design-Bid-Build projects for which Government Estimator services are performed under the contract during the contract term; subconsultants face the same restriction only for projects on which they directly participated, unless GDOT releases them at its discretion.
Respondents must hold current GDOT prequalification in all required Area Classes: environmental documentation, traffic studies, roadway design, bridge design, surveying, and utility engineering. Firms with aggregate contract amounts exceeding $250,000 must have submitted yearly CPA overhead audits and have no outstanding unresolved audit findings from previous GDOT contracts. Accounting systems must comply with 48 CFR Part 31 requirements.
The scope includes comprehensive preliminary engineering support — developing project scope, schedule, and budget; conducting project team initiation and site visits; performing environmental assessments; identifying project risks; coordinating with the Director of Engineering; updating project schedules; supporting consultant procurement; and providing Subject Matter Expert services across roadway, bridge, and environmental disciplines.
Each contract carries a minimum value of $25,000 and maximum value of $10,000,000. Payment structures may include Lump Sum, Cost Plus Fixed Fee, Cost per Unit of Work, or Specific Rate of Compensation. Prime and subconsultant indirect cost rates must comply with FAR cost principles (48 CFR 31) with a maximum allowable rate of 150%.
Evaluation occurs in two phases. Phase I weights project manager and key team leader qualifications (30%), additional resources and approach to challenges (20%), and prime consultant experience and past performance (10%). Phase I scores carry forward and comprise 60% of the final score. Phase II evaluates technical approach (40%) and presentation or interview performance if required, with shortlisted finalists advancing from Phase I.
Opportunity text
Government Estimator Contract Services (State-funded). The following information applies to the 2 statewide contracts that will be awarded. Any engaged member of the Prime Consultant ultimately awarded each project/contract would be exclusive to owner and be excluded from competing on any team for any future GDOT Design-Bid-Build contracts during the life of the contracts. A sub-consultant of a Government Estimator contract will be exclusive to the owner and be excluded from future GDOT Design-Bid-Build contracts during the life of the contract, unless released by the Department at its own discretion.
