About this opportunity
The Unified Government of Athens-Clarke County is requesting qualifications for a five-year master agreement in architectural and engineering services for Athens-Ben Epps Airport under RFQ #27008, with proposals due October 5, 2026 and a mandatory pre-proposal conference on September 10. A Disadvantaged Business Enterprise utilization goal of 8.94% applies to federally funded projects exceeding $250,000.
Respondents must hold current Georgia Department of Transportation pre-qualification in Area Class 2.09 Aviation Engineering. The scope spans preliminary design, full design development, bidding and negotiation, construction administration, and project closeout phases as defined by FAA Advisory Circular 150/5100-14E. Services include Capital Improvements Program documents, airfield infrastructure design (pavement, drainage, lighting, NAVAIDs), buildings, roadways, parking, fencing, security systems, runway safety improvements, land acquisition support, airport layout plan preparation and updates, environmental impact studies, and DBE program administration. Individual task orders will be issued for specific projects as needed.
The anticipated five-year project portfolio totals approximately $60.8 million across multiple initiatives spanning 2027 through 2031. Required insurance includes workers' compensation at statutory limits, commercial general liability of $1 million per occurrence and $2 million general aggregate, professional liability of $1 million, automobile liability of $1 million combined single limit, and umbrella liability of $2 million.
Selection employs ten evaluation criteria, each weighted at 10 points: capability to perform services, experience with comparable airport projects, professional integrity, key personnel qualifications, schedule and cost performance history, branch office autonomy, geographic familiarity, outside consultant qualifications, DBE program implementation experience, and quality of previous work. Consultants must comply with O.C.G.A. 13-10-91 regarding E-Verify employment verification, with affidavits due at time of proposal and throughout the contract period. Written questions are due September 18, 2026.
