About this opportunity
The City of Umatilla in Lake County, Florida, is conducting a Request for Qualifications (RFQ-25-PW-001) for professional engineering consulting services to be utilized on an as-needed basis over a two-year contract period. The procurement seeks to retain one or more engineering firms capable of providing comprehensive services including civil, structural, environmental, mechanical, electrical, architectural, and planning services for municipal infrastructure projects. Specific project scopes may include water treatment plant expansion, wastewater and water distribution system design, utility infrastructure development, and construction-related engineering services. The evaluation of submissions will be based on detailed criteria including general qualifications (15 points), project manager qualifications (15 points), staff availability (20 points), familiarity with Umatilla Municipal Airport (15 points), project approach (20 points), and references/government experience (15 points). Proposals are due by 2:00 p.m. on October 24, 2025, with the City planning to negotiate contracts with the most qualified firms at fair and competitive compensation rates, following the procedures outlined in Section 287.055(5) of Florida Statutes.
The City strongly encourages participation from small, minority, and women-owned firms, implementing inclusive procurement practices. Respondents must provide comprehensive documentation including drug-free workplace certification, employment eligibility verification, conflict of interest disclosures, and compliance with public records regulations. Insurance requirements are extensive, mandating general liability, professional liability, and workers' compensation coverage with specific minimum coverage amounts. While no specific contract value is mentioned, the two-year as-needed contract structure suggests flexibility in project assignment and potential spending. Firms must demonstrate significant experience and have personnel qualified through education and professional background in the specified engineering disciplines. The procurement process emphasizes competitive selection based on professional competence and proven capability to deliver complex municipal infrastructure and engineering services.
