About this file
This is an attachment to a Request for Qualifications (RFQ-25-PW-001) issued by the City of Umatilla in Lake County, Florida, for professional engineering consulting services. The City seeks to retain one or more qualified engineering firms to provide comprehensive services on an as-needed basis, including civil engineering, structural engineering, environmental permitting, electrical engineering, architectural services, traffic engineering, right-of-way acquisition, construction engineering, and stormwater engineering and permitting. Services encompass design and permitting for infrastructure projects such as water treatment plant expansion, wastewater gravity collection systems, wastewater transmission systems, water distribution systems, pump stations, roads, drainage, site development, and traffic control. Respondents may submit qualifications for all or specific services listed in the attachment. The proposal submission deadline is 2:00 p.m. on October 24, 2025. The contract will be a two-year continuing contract as defined under Florida Statutes Section 287.055(2)(g), with specific project assignments issued periodically by the City on an as-needed basis.
The City will evaluate and rank all properly submitted Statements of Qualifications based on established criteria including general firm qualifications (15 points), project manager qualifications (15 points), staff availability (20 points), familiarity with Umatilla Municipal Airport (15 points), project approach (20 points), and references and government experience (15 points). The City intends to negotiate contracts with the most qualified firm or firms at compensation rates it determines to be fair, competitive, and reasonable, following Florida Statutes Section 287.055(5). If negotiations with the highest-ranked firm fail, the City will proceed with the next most qualified firm. Respondents must provide drug-free workplace certification, employment eligibility verification, conflict of interest disclosures, and comply with public records regulations. Extensive insurance requirements include general liability, professional liability, and workers' compensation coverage. The City strongly encourages participation from small, minority, and women-owned business enterprises. No specific contract value is disclosed in the attachment.
