About this opportunity
The City of Chula Vista is requesting proposals for on-call geotechnical, materials testing, and special inspection engineering consulting services under RFP/RFQ, with proposals due September 16, 2026 at 2:00 p.m. The City intends to award agreements to three proposers and will subject all resulting agreements to California prevailing wage requirements and the City's Project Labor Agreement.
The scope includes geotechnical and special inspection services during design and construction phases of Capital Improvement Program projects, including sewer, storm drainage, water quality, traffic signal, street, paving, and park improvements. Services encompass materials testing with over 120 test types organized by category—concrete, masonry, aggregate, asphalt concrete, geotechnical, and metal services—conducted either in-house or through approved outside laboratories. Proposers must submit fee schedules for labor classifications and laboratory tests; be registered with the California Department of Industrial Relations; and maintain a documented Quality Assurance Program conforming to the City's 2024 QAP. Insurance requirements are general liability ($2,000,000), professional liability/errors and omissions ($1,000,000), and workers' compensation ($1,000,000).
Each initial agreement has a two-year term with a maximum compensation limit of $150,000, followed by three one-year renewal options at up to $100,000 per year with up to 3.5% annual rate escalation. Compensation is determined by proposer-submitted fee schedules for hourly personnel rates and materials testing services. The City retains a 10% holdback on all invoices until project completion.
Proposals must be submitted electronically via PlanetBids and five physical copies by September 16, 2026. The consultant selection panel will conduct interviews on October 9, 2026. The highest-ranking proposer will be notified in mid-October, with City Council award anticipated for November 10, 2026. Addendum 1 to the original RFP/RFQ was posted August 21, 2026; proposers must acknowledge receipt and acceptance of all addenda.
