About this opportunity
The City of Minneapolis is requesting proposals for security services operations at the Minneapolis Convention Center (MCC), a city-owned and operated facility, with proposals due September 3, 2026. The RFP solicits comprehensive security services including personnel, equipment, and operational management for access control, surveillance, emergency response, and general security operations on a full-time basis.
Proposers must demonstrate organizational qualifications through a two-page company description addressing history, public sector experience, employee count, annual revenue, office locations, client references, diversity and inclusion integration, and competitive differentiators. Bidders must also submit a detailed staffing table identifying all personnel assigned to deliver security services, including employees and subcontractors, with their roles, security services experience, professional certifications or degrees, current client assignments, and work locations. A minimum of three professional references from clients receiving security services within the past five years is required, with preference given to references from similar facility types or comparable operational scales. The City reserves the right to contact references independently.
Proposals must address security staffing levels, training qualifications, emergency response procedures, access control systems, surveillance capabilities, and customer service standards. Pricing shall be submitted on a per-hour and/or monthly basis with all costs—labor, equipment, uniforms, and training—clearly itemized and broken down by service category using the standardized cost breakdown template provided.
The contract term is one year with options to renew for up to three additional one-year periods. An incumbent contractor currently provides these services, though no specific transition requirements are detailed. Funding derives from the City of Minneapolis operating budget. A mandatory pre-bid conference allows prospective bidders to review facility specifications and clarify requirements prior to submission. Contract award is anticipated within 60 days of the proposal deadline. All submissions must be made through the City's eSupplier portal. Vendors must register with the eSupplier system before bidding.
