The scope requires certified court reporters for in-person, virtual, and hybrid proceedings, including hearings, depositions, administrative proceedings, arbitrations, labor relations matters, and public hearings. The City intends to award a single contract for an initial three-year term with options to extend annually for two additional years, not to exceed five years total. The standard agreement template references a maximum of $175,000 for professional services contracts. The City does not guarantee minimum volume or compensation. Services commence October 1, 2026, with estimated consultant selection September 14.
Proposals must include executive summary, detailed scope of services, experience and capacity documentation, references, personnel listings with resumes, cost and fee information (hourly rates and payment schedules), and company financial information. Evaluation criteria are proposal quality and thoroughness, staff qualifications and experience, alignment with department objectives, contractor financial responsibility and capacity, organization and management approach, and cost. Formal presentations or interviews may be requested of shortlisted consultants.
Insurance requirements include workers' compensation, commercial general liability at $2,000,000, commercial automobile liability at $1,000,000, professional liability at $2,000,000, and cyber liability at $1,000,000 if handling City data. The contractor will be classified as an independent contractor and must comply with the Minnesota Government Data Practices Act and all applicable federal, state, and local laws.
