About this opportunity

The City of Minneapolis is requesting proposals for shared mobility management software and services to manage and expand micromobility operations serving approximately 2,500 scooters and 1,500 e-bikes annually, with proposals due September 9, 2026 at 2:00 p.m. through the eSupplier Portal and a pre-proposal conference scheduled for August 27, 2026 at 1:00 p.m. via Microsoft Teams.

The scope encompasses compliance monitoring with real-time feedback on device status and improper use; geofencing for slow zones and no-ride/no-park zones; cross-jurisdictional travel and vehicle count insights; and future integration capability for carshare programs, delivery robots, and autonomous vehicles. The vendor must provide a web-based cloud platform without thick or thin client requirements, supporting SAML-based authentication, OWASP compliance, data encryption at rest and in transit, 99.99% uptime capability, 24-hour recovery point objective with 4-hour recovery time for incidental restores, and annual disaster recovery testing. All systems must maintain data residency within the continental United States, enforce firewall protection and intrusion detection/prevention, support continuous security monitoring and physical access logging, and comply with the Minnesota Government Data Practices Act. The vendor must also provide two municipal references with documented shared mobility operations support within the past five years.

The contract is structured as an initial two-year term with one optional one-year renewal, totaling up to three years maximum, with anticipated service start in October 2026 and service end October 31, 2029. Pricing must be detailed in Attachment D as recurring monthly or other appropriate interval fees with total annual cost calculations. Evaluation criteria include proposal quality and clarity, scope alignment with departmental objectives, financial responsibility and capacity, organizational and management approach, and cost. The City may select a short list for formal interviews and software demonstrations. The evaluation panel will select a vendor in October 2026. Questions are due September 2, 2026, with responses posted by September 4, 2026. The designated contact is Aksana Belik at 612/673-2177 or Aksana.Belik@minneapolismn.gov.
