The RFP includes comprehensive technical requirements and evaluation criteria organized into five attachments covering professional services data privacy, cloud technical capabilities, cost worksheets, and prior experience documentation. Bidders are required to address data privacy protocols, system architecture specifications, end-user computing requirements, security compliance standards, auditability and monitoring capabilities, system interactivity features, storage and reporting functionality, disaster recovery procedures, and user interface accessibility standards. The technical specifications mandate web-based access without thick or thin client requirements, SAML-based authentication for single sign-on, OWASP compliance, data encryption at rest and in transit, 99.99% uptime capability, and a 24-hour recovery point objective with 4-hour recovery time for incidental restores.

Bidders must submit pricing tables reflecting recurring service fees on a monthly or other appropriate interval basis with calculations of total annual costs. Prospective vendors are required to provide two municipal references with documented experience in shared mobility operations support within the past five years, including customer name, location, and service dates. All submitted data must comply with applicable security standards and regulatory requirements, with particular emphasis on protecting City data through firewall protection, intrusion detection and prevention systems, continuous security monitoring, physical access logging, and data residency within the continental United States. The system must support annual testing of disaster recovery processes and maintain audit logs for up to 12 months while preventing unauthorized data access and transmission to third-party artificial intelligence models.
