About this opportunity

The Colorado Department of Regulatory Agencies is requesting proposals for physician, physician assistant, and anesthesiologist assistant peer health assistance services, with proposals due October 28, 2026 at 5:00 p.m. Mountain Time and a virtual public opening on October 29, 2026. The State has established a goal of awarding at least 3% of contracts by dollar value to Service Disabled Veteran Owned Small Businesses (SDVOSBs); SDVOSBs must submit U.S. Small Business Administration certification documentation.

The scope encompasses comprehensive peer health assistance services for Colorado-licensed physicians (approximately 34,240 active), physician assistants (approximately 6,475 active), and anesthesiologist assistants (approximately 289 active), with approximately 226 new referrals annually. Services include biopsychosocial evaluations, treatment referrals and monitoring, counseling and family support, education and prevention programs, and case management on a 24/7 statewide basis across all Colorado geographic areas. The successful offeror must maintain compliance reporting, facilitate transitions between providers, and be available throughout the contract period.

The initial contract term runs February 1, 2027 through January 31, 2028, with options to renew for up to four additional one-year periods for a maximum of five years. Funding derives from peer health assistance fees collected from licensees at renewal (currently $80 per two-year renewal cycle); projected revenues range from $773,040 in fiscal year 2026 to $2,817,050 in fiscal year 2029. The administering entity may recover actual administrative costs not exceeding 10% of total collections. The contract is contingent on continued availability of collected moneys; the State reserves the right to terminate immediately if authorized collections cease. All unspent funds must be returned to the administering entity at contract end.

The awarded offeror must submit detailed budgets by fiscal year, maintain professional liability insurance, provide audited financial statements from the previous three years, and undergo performance and financial audits at the vendor's expense. Written inquiries are due October 5, 2026. Intent to Award is anticipated for December 1, 2026. Proposals constitute binding offers for a minimum of 180 calendar days. Cooperative purchasing by state agencies, institutions of higher education, political subdivisions, and eligible nonprofits is permitted.
