About this opportunity

Hillsboro School District is requesting proposals for an Owner Representative to manage capital bond project oversight and construction management services, with proposals due August 24, 2026. Contract award is contingent on passage of a November 2026 Bond Measure or the District's ability to secure alternative funding.

The District anticipates approximately $430 million in facility improvement projects across district schools, supplemented by an anticipated $6 million Oregon School Capital Improvement Match (OSCIM) Grant. The Owner Representative will provide comprehensive services spanning conceptual planning through post-construction closeout, including design coordination, budget and schedule management, permitting, bidding assistance, construction administration, and contractor oversight. Specific responsibilities encompass master scheduling, value engineering, constructability analysis, bid package preparation, component selection, RFI tracking, change order coordination, safety oversight, punch-list management, and energy-incentives coordination with the Oregon Department of Energy. The consultant must establish and maintain integrated project-management systems including financial models, cost tracking, and scheduling protocols that remain accessible and transferrable to the District upon completion.

Compensation is structured on a time-and-materials basis at hourly rates subject to a not-to-exceed amount and a maximum annual increase (percentage unspecified in available excerpts), with monthly invoicing by the seventh day of each month and payment due within 30 days. The initial contract term runs from the effective date through project final completion, with potential extension for up to 90 days after final completion by mutual written agreement. Services must meet professional standards applicable to construction consultants in the Portland, Oregon metropolitan area.

The awardee must maintain comprehensive insurance including workers' compensation, professional liability ($1 million to $2 million), commercial general liability, and commercial automobile liability. Proposers must certify compliance with Oregon prevailing-wage laws, nondiscrimination in subcontracting (including disadvantaged, minority-owned, women-owned, service-disabled veteran-owned, and emerging small businesses under ORS 279A.110), applicable Oregon tax laws, and FERPA student-privacy protections. Personnel with student contact must authorize criminal background checks. The awardee must execute a contract within ten days of receiving a Notice of Intent to Award.
