Construction Management Services Scope of Work Summary

This is a Scope of Work attachment for an RFP seeking an Owner Representative for Capital Bond Project management services in Oregon. The District plans to undertake approximately $430 million in capital projects across district facilities funded through a Bond Measure scheduled for November ballot approval, supplemented by an anticipated $6,000,000 Oregon School Capital Improvement Match (OSCIM) Grant. The selected construction management consultant will serve as the Owner's representative throughout all project phases, from conceptual planning through post-construction, with responsibilities encompassing overall project management, design coordination, budget oversight, schedule management, permitting, bidding assistance, construction administration, and post-construction closeout. Services span multiple distinct phases: Conceptual Planning (master scheduling, educational specifications, financial management systems, communications protocols); Schematic Design (consultant direction, design schedule monitoring, value engineering, constructability analysis, bid package preparation); Design Development (component selection, general conditions planning, governmental coordination, budget refinement); Contract Document Review (pre-bid reviews, bidding instructions, cash flow scheduling); Bidding and Contract Award (bid evaluation and award assistance); Construction Phase (site inspections, progress reporting, RFI tracking, change order coordination, safety oversight, punch list management); and Post-Construction (contract closeout, warranty documentation, final financial reporting). Additional responsibilities include energy incentives coordination with the Oregon Department of Energy and local utilities to maximize available incentives, community communications support, and general project coordination tasks including furniture, fixtures, equipment (FF&E) and moving logistics assistance.

Contract continuation is contingent upon passage of the Bond Measure or the District's ability to secure alternative funding sources. The consultant must establish and maintain comprehensive project management systems including financial models, cost tracking, scheduling protocols, and documentation procedures that comply with all public-entity regulations and remain accessible and transferrable to the Owner upon project completion. The scope requires the consultant to coordinate with multiple stakeholder groups, attend public meetings as Owner representative, provide periodic presentations and facility tours as directed, and ensure compliance with all applicable codes and District facilities management standards throughout the capital improvement program.
