About this file
This is a Request for Proposal (RFP) document from an Oregon school district seeking an Owner Representative for a Capital Bond Project. The district is conducting this procurement to support approximately $430 million in facility improvement projects across district schools, contingent upon voter approval of a November ballot Bond Measure. The RFP solicits qualified professional services to manage and represent the district's interests throughout the capital project delivery process. The contract term and specific deliverables are tied to project milestones and the successful passage of the Bond Measure, with services expected to commence following voter approval and funding authorization.
The project is anticipated to receive $6,000,000 in funding through the Oregon School Capital Improvement Match (OSCIM) Grant program, which will supplement bond proceeds for eligible improvements. Continuation of any contract awarded under this RFP is explicitly contingent upon passage of the Bond Measure or the district's ability to secure alternative funding sources. Qualified respondents should demonstrate experience in capital project oversight, owner representation, and public education facility management. The district expects the Owner Representative to provide comprehensive project management services including design oversight, contractor coordination, budget management, and schedule administration throughout the capital improvement program execution.

The SPC may request further clarification to assist the Evaluation Committee in gaining additional understanding of Proposals. A response to a clarification request must be to clarify or explain portions of the already submitted Proposal and may not contain new information not included in the original Proposal.
