About this opportunity

The County of Alameda, California is soliciting proposals through RFP No. 902705 for comprehensive Network Systems Modernization services to be provided to approximately 200 County locations serving 1.6 million residents. The procurement encompasses the design, procurement, deployment, integration, and operational support of modernized network infrastructure across on-premises enterprise data centers and public cloud environments, supporting 30,000 wired switchports, 15,000 end users, and 30,000 devices. The scope spans seven integrated solution areas: User and Device Authentication, Network Segmentation and Security, Network High Availability and Flexibility, Network Visibility and Security, Hybrid and Multi-cloud Integration, Data Security and Integrity, and AI Security and Governance. Key infrastructure components include 8 firewall pairs, 48 security zones, 3,000 concurrent remote users, 200 remote sites, 6 campus locations, 2 datacenters, 200 routers, 900 switches, and 3,000 wireless access points. Deliverables include project management plans, architecture blueprints, implementation documentation, security control reports, monitoring integration reports, operational runbooks, and training documentation. Bidders must demonstrate at least five years of experience in network and security modernization services for similarly sized organizations and proven expertise in zero-trust architectures, network segmentation, high availability, and integration with Microsoft Azure, Amazon Web Services, and Google Cloud Platform. The evaluation criteria are weighted toward technical design and solution implementation (80 combined points), relevant experience (20 points), and cost (15 points) out of 550 maximum possible points. A Bidders Conference was held on May 12, 2026 at 10:30 a.m., with written questions due by May 13, 2026. Proposals are due June 10, 2026 by 2:00 p.m., followed by optional vendor interviews the week of July 5, 2026. The Notice of Intent to Award is scheduled for August 7, 2026, with Board consideration and contract award on October 27, 2026, and contract start on November 1, 2026.

The County offers 5% local preference points for Alameda County-based bidders and an additional 5% for those certified as Small and Local or Emerging and Local Emerging Business (SLEB), with all other bidders required to subcontract with a SLEB for at least 20% of the total estimated bid amount. The contract will be awarded to the most responsive and responsible bidder whose response conforms to the RFP and meets County requirements, structured as a three-year agreement with an option to renew for two additional years. All pricing must be fixed and firm for the initial contract term with F.O.B. destination pricing that includes all freight, delivery, taxes (excluding sales and use taxes), and travel expenses, representing the maximum amount the County will pay over the contract term. Bidders must submit pricing using the County-provided Excel bid form without alterations, with all line items requiring mandatory pricing; failure to provide complete pricing for all line items will result in bid disqualification. Warranty requirements include 180 days for professional services and one year for hardware, with manufacturer warranties assigned to the County. Minimum insurance requirements include $1,000,000 Commercial General Liability, $1,000,000 Business Automobile Liability, statutory Workers' Compensation with $1,000,000 Employers' Liability, and $1,000,000/$2,000,000 Technology Professional Liability coverage.
