About this file

This is a bid form for RFP No. 902705 Network Systems Modernization issued by the County of Alameda, California. The RFP seeks to modernize the County's network systems across seven integrated solution areas: User and Device Authentication, Network Segmentation and Security, Network High Availability and Flexibility, Network Visibility and Security, Hybrid and Multi-cloud integration, Data Security and Integrity, and AI Security. The scope encompasses substantial infrastructure requirements, including 15,000 users, 30,000 devices, 8 firewall pairs, 48 security zones, 3,000 concurrent remote users, 200 remote sites, 6 campus locations, 2 datacenters, 200 routers, 900 switches, 3,000 wireless access points, 3 cloud providers, and 60 segments. Each solution area includes multiple project phases structured as separate line items, ranging from Project Initiation & Governance through Operational Handover, with Hardware, Software, Licensing, and Maintenance components. The County intends to award a three-year contract with an option to renew for two additional years to the most responsive and responsible bidder.

Bidders must submit pricing using the County-provided Excel bid form with no alterations permitted, and failure to comply may result in bid rejection. All quoted costs must include taxes (excluding sales and use tax) and travel expenses, representing the maximum amount the County will pay over the contract term. Pricing on all line items is mandatory; bidders must enter "0" for any services provided at no cost and cannot leave cells blank. Partial bids lacking complete pricing for all line items are unacceptable and will be disqualified. The quantities listed are estimates only and do not represent guaranteed minimum or maximum purchase commitments. By submitting through the County of Alameda Procurement Portal, bidders certify under penalty of perjury that all representations and statements are true and correct under California law.
