About this file
This is a Bid Form for RFP No. 902705, a Network Systems Modernization procurement issued by the County of Alameda, California. The RFP solicits comprehensive network infrastructure modernization services across seven integrated solution areas: User and Device Authentication, Network Segmentation and Security, Network High Availability and Flexibility, Network Visibility and Security, Hybrid and Multi-cloud Integration, Data Security and Integrity, and AI Security and Governance. The scope encompasses infrastructure supporting 15,000 users, 30,000 devices, 8 firewall pairs, 48 security zones, 3,000 concurrent remote users, 200 remote sites, 6 campus locations, 2 datacenters, 200 routers, 900 switches, and 3,000 wireless access points. A Bidders Conference was held on May 12, 2026 at 10:30 a.m., with written questions due by May 13, 2026. Proposals are due June 10, 2026 by 2:00 p.m., followed by optional vendor interviews the week of July 5, 2026. The Notice of Intent to Award is scheduled for August 7, 2026, with Board consideration and contract award on October 27, 2026, and contract commencement on November 1, 2026. The contract is structured as a three-year agreement with an option to renew for two additional years.
All pricing must be submitted using the County-provided Excel Bid Form without any alterations or changes. Bidders must provide pricing for all line items organized by solution milestone, with pricing required for each major phase including Project Initiation & Governance, Hardware, Current State Assessment, Software, design and architecture activities, Licensing, Implementation, Maintenance, Validation and Testing, Training and Documentation, Post-Implementation Review, and Operational Handover. The cost quoted must include all taxes (excluding sales and use tax), travel expenses, and all other charges, and represents the maximum amount the County will pay over the contract term. Partial bids lacking complete line-item pricing will result in disqualification. The County offers 5% local preference points for Alameda County-based bidders and an additional 5% for Small and Local or Emerging and Local Emerging Business (SLEB) certified vendors; all other bidders must subcontract with a SLEB for at least 20% of the total estimated bid amount. Bidders must demonstrate at least five years of experience in network and security modernization for similarly sized organizations with proven expertise in zero-trust architectures, network segmentation, high availability, and integration with Microsoft Azure, Amazon Web Services, and Google Cloud Platform. Minimum insurance requirements include $1,000,000 Commercial General Liability, $1,000,000 Business Automobile Liability, statutory Workers' Compensation with $1,000,000 Employers' Liability, and $1,000,000/$2,000,000 Technology Professional Liability coverage.
