About this opportunity
The State of Connecticut Department of Transportation is requesting proposals for a statewide farebox upgrade project on fixed-route bus services, with proposals due September 16, 2026 by 2:00 p.m. EDT and a mandatory pre-proposal conference on July 22, 2026 at 2:00 p.m. EDT via Microsoft Teams.
The scope encompasses an integrated farebox equipment solution capable of accepting electronic fare payments, including distribution, collection, and processing systems for deployment across Connecticut's public transit network. Proposers must supply comprehensive farebox systems meeting specified technical and operational standards, with detailed implementation plans, timelines, warranty provisions, and training. The contractor will coordinate with multiple transit agencies throughout the state, ensure system interoperability, and provide ongoing technical support to agency personnel.
CTDOT will evaluate proposals on technical merit, vendor qualifications, implementation feasibility, and cost-effectiveness. Bidders must demonstrate experience with similar large-scale farebox deployments and financial stability. The initial contract term is five years following the Effective Date.
Funding is anticipated through CTDOT's capital budget allocations and potentially through federal transit assistance programs. The anticipated total value exceeds fifty thousand dollars; therefore, at contract execution, the selected contractor must complete OPM Form 1, the State of Connecticut "Campaign Contribution Certification," which CTDOT requires before shortlisting or selection.
Registration for the mandatory pre-proposal conference is required by July 20, 2026 at 3:00 p.m. EDT via email to dot.transit@ct.gov; failure to attend disqualifies prospective proposers. Proposals must be submitted electronically to dot.transit@ct.gov with eight mailed copies postmarked by September 16, 2026 and sent to the Office of Transit & Ridesharing at the Newington address. Hand-delivered copies may be submitted to the Security Desk at CTDOT Headquarters. RFP documents are available on the CTSource Bid Board website at https://portal.ct.gov/DAS/CTSource/BidBoard under solicitation #37324, posted July 8, 2026.
