About this opportunity

The Michigan Department of Technology, Management & Budget is requesting proposals for medical evaluation services supporting a Respiratory Protection Program at three Michigan Veteran Homes (Chesterfield Township, DJ Jacobetti, and Grand Rapids) under RFP 260000002433, with proposals due August 14, 2026 at 3:00 p.m. EST. This is a heavily regulated program; contractors must comply with MIOSHA General Industry and Construction Safety and Health Standard Part 451 for Respiratory Protection and deliver services by state-licensed medical professionals (physicians, physician assistants, or nurse practitioners).

The scope covers preliminary medical evaluation screenings of new employees during onboarding to determine their ability to safely wear respiratory equipment. The anticipated service volume through May 31, 2026 includes 313 respiratory health questionnaires at DJ Jacobetti, 2 pulmonary function testing days at Chesterfield Township, and 148 respiratory health questionnaires at Grand Rapids. The contractor will not perform fit testing. All contract activities must be delivered within two business days of order receipt. A dedicated Program Manager must be available Monday through Friday, 8:00 a.m. to 4:30 p.m., and the contractor must comply with ADA accessibility standards for all digital deliverables.

Pricing must remain firm for the entire contract term and be submitted with line-item cost breakdowns by category, including unit prices and total project costs for initial implementation and any ongoing annual phases. Invoices must include delivery order number, quantity, description, unit price, and vendor invoice number. Payment is processed via Electronic Funds Transfer under Public Act 533 of 2004. Contracts valued at $250,000 or more require State Administrative Board approval.

The State will evaluate proposals on pass/fail technical criteria (Vendor Questions Worksheet, General Requirements, acknowledgment of Schedule A) before considering pricing. The State will award to the responsive and responsible bidder offering best value. Questions were due August 5, 2026; answers were posted by August 7, 2026. Contractors must carry Commercial General Liability ($1 million per occurrence / $2 million aggregate), Umbrella Liability ($5 million per occurrence / $10 million aggregate), Medical Malpractice Insurance ($200,000 per occurrence / $600,000 annual aggregate), and other coverage per Schedule C. All subcontractors must be disclosed with qualifications and pricing detail.
