About this opportunity

The Oregon Department of Transportation (ODOT) is requesting proposals for connected vehicle in-vehicle alerts services to deliver real-time traveler information, safety, and mobility messaging directly to vehicles statewide, with proposals due September 1, 2026 under RFP S-73000-00016917.

ODOT intends to establish one or multiple contracts. The service must utilize embedded factory telematics without requiring public application downloads, aftermarket hardware, or server-side software installation (except commercial vehicle electronic logging device applications). The system must deliver automated incident and work zone notifications connected to ODOT's TripCheck API with 30-second interval updates, provide comprehensive performance metrics reporting on notification quantity and vehicle locations, and collect anonymized vehicle data including traction control, road roughness, temperature, and windshield wiper operation. Service coverage extends statewide where cellular coverage is available.

The estimated contract value is $500,000 not-to-exceed. The initial contract term runs through June 30, 2028, with extension options for up to three additional years (maximum five-year cumulative term). Pricing must remain fixed for at least the first 12 months; subsequent adjustments require documented justification. Payment is made within 30 calendar days of invoice. The contractor must maintain professional liability insurance of $1,000,000 per claim and $2,000,000 annual aggregate, comply with federal Buy America requirements, and obtain a Pay Equity Certificate if employing 50 or more full-time workers on contracts exceeding $500,000.

Evaluation awards up to 300 points: 250 for the technical proposal (service demonstration, notification types, platform capabilities, performance metrics, and additional features) and 50 for references submitted directly by reference contacts. Price is not scored but used for comparison if multiple awards are made. Proposers must submit three client references from projects completed within the last four years; references are due by September 1 at 11:00 a.m. and are submitted directly to Ivory Williams at ivory.williams@odot.oregon.gov. Questions are due 10 calendar days prior to bid opening. Notice of Intent to Award is estimated 3 weeks following bid opening, followed by a 7-calendar-day protest period.
