About this opportunity

County of San Diego is requesting proposals for Classification and Compensation Survey Services under RFP 13298, with proposals due November 6, 2026 by 3:00 p.m. and a pre-proposal conference on October 1, 2026 at 10:30 a.m. via Microsoft Teams. A 15% Small-Local Business preference applies, with price adjustment capped at $150,000 or 15% of the proposed price, whichever is less.

The scope spans a comprehensive compensation study of the County's 913 classifications benchmarked against other California counties and public agencies, structured in two phases: Phase 1 addresses non-sworn classifications with a July 2027 start and October 2027 delivery; Phase 2 covers sworn classifications with a July 2028 start and October 2028 delivery. Deliverables include evaluation of the County's complete classification structure, compensation analysis using survey results from approximately thirteen comparable California counties, and final reports with salary-alignment recommendations. Proposers must demonstrate organizational capability and experience with similar public sector compensation studies, detail a technical approach and methodology, provide a minimum of three business references, include key personnel resumes, and confirm acceptance or detailed exceptions to the County's draft agreement. The proposal response must not exceed thirty pages excluding financials or sample reports.

The initial contract term runs May 1, 2027 through April 30, 2028, with four optional one-year renewal periods extending through April 30, 2032, plus additional incremental extension options of up to six months. Pricing must be inclusive of all operational and overhead expenses. Evaluation criteria, in descending order of importance, are organizational capability and experience, technical approach and methodology, cost/price reasonableness and pricing stability, and acceptance of County terms and conditions including insurance requirements. Questions are due October 14, 2026 by 5:00 p.m.
