RFP Addenda 1 - Classification and Compensation Survey
This addendum document pertains to the County of San Diego's Request for Proposals for Classification and Compensation Survey Services (RFP 13298). The County is soliciting proposals from qualified firms to conduct a comprehensive compensation study encompassing 913 classifications within the County's workforce, with benchmarking against approximately thirteen comparable California counties and public agencies. The project is structured in two phases: Phase 1 addresses non-sworn classifications with a July 2027 start date and October 2027 delivery, while Phase 2 covers sworn classifications beginning July 2028 with October 2028 delivery. A pre-proposal conference is scheduled for October 1, 2026 at 10:30 a.m. via Microsoft Teams, with written questions due by October 14, 2026 at 5:00 p.m. Proposals must be submitted by November 6, 2026 at 3:00 p.m. The initial contract term runs from May 1, 2027 through April 30, 2028, with four optional one-year renewal periods extending through April 30, 2032, and additional incremental extension options of up to six months. Deliverables include evaluation of the County's complete classification structure, compensation analysis utilizing survey data, and final reports with salary-alignment recommendations.
Proposers must demonstrate organizational capability and experience with similar public sector compensation studies, detail a comprehensive technical approach and methodology, provide minimum three business references, submit key personnel resumes, and confirm acceptance or provide detailed exceptions to the County's draft agreement, with proposals not exceeding thirty pages excluding financials or sample reports. A 15% Small-Local Business preference applies, with price adjustment capped at $150,000 or 15% of the proposed price, whichever is less. Pricing must be inclusive of all operational and overhead expenses. Evaluation criteria in descending order of importance are organizational capability and experience, technical approach and methodology, cost and price reasonableness with pricing stability, and acceptance of County terms and conditions including insurance requirements.

ADDENDUM NO. 1
CLASSIFICATION AND COMPENSATION SURVEY SERVICES (RFP 13298)
This Addendum forms a part of the contract documents and changes the original documents only in the manner and to the extent stated.
QUESTIONS AND ANSWERS:
Q1: We do not have the commercial general aggregate insurance requirement of $2,000,000.
Could this requirement be waived as we only have $1,000,000?
A1: Per Exhibit 4, Submittal Item 4.1, Offerors must confirm acceptance of the County’s Draft Agreement, including insurance requirements. If an Offeror cannot meet a requirement, the Offeror must list exceptions, explain the concern, and state the terms it is willing to accept. The County may, as part of its evaluation process, conclude that exceptions are so numerous and/or material as to make Offeror’s response to the solicitation unacceptable.
Q2: What is the number of employees included in this study?
A2: Approximately 20,389.25 staff years (~20,000 employees) are included for planning context. The study itself is conducted at the classification level. Offerors will survey the designated salary ranges for benchmark County classifications, not individual employee salaries. It spans 913 classifications across two phases (non-sworn, then sworn).
