About this opportunity

The Housing Authority of the City of Alameda (AHA) is requesting proposals from C33 licensed painting contractors for interior as-needed vacant unit turnover painting services at residential properties throughout Alameda, with proposals due August 18, 2026 and a virtual bidder's conference scheduled August 5 at 10:30 a.m. PST. All work must restore units to clean, uniform, and rentable condition following tenant move-out. Standard unit turnaround times are 1–3 days for studios and one-bedroom units and 2–5 days for larger units. Contractors must respond within 24 hours of work order issuance.

Pricing must be submitted as fully burdened costs including labor, materials (excluding paint provided by AHA), equipment, travel, and disposal. Pricing remains firm for the initial contract term. Trip charges are not permitted. Contractors must comply with HUD Maintenance Wage Rate Determination requirements and California prevailing wage laws; Davis-Bacon rates may apply to specific task orders if required by statute or regulation. Payroll records are subject to review upon request.

AHA and its affiliates must be named as additional insureds with primary and non-contributory coverage. All subcontractors require pre-approval, and all workers must pass background checks. Written questions are due August 7, 2026 at 4:00 p.m.
