About this opportunity

The Kentucky Finance and Administration Cabinet, Division of Engineering and Contract Administration, is requesting proposals for architectural and engineering services for the replacement of six passenger elevators at the Hazelwood Intermediate Care Facility (ICF) in Louisville under RFP-904, with proposals due September 9, 2026, at 1:30 p.m. ET (amended from the original September 1 deadline via Addendum No. 1).

The scope is design and construction administration for a complete elevator replacement at a 24-hour healthcare facility serving residents with intellectual and developmental disabilities, encompassing all architectural, structural, mechanical, electrical, fire protection, fire alarm, communication, and control system modifications required for code compliance. The consultant team must include, at minimum, an architect, mechanical engineer, electrical engineer, and structural engineer. All architects and engineers must hold Kentucky registration or permits. Reimbursable expenses cover specialized consultants (with coordination fees of 5% to 10%), landscape and interior consultants (80% of consultant fees), resident observer services, and travel per state regulations.

The project budget is $2.88 million. The design schedule is 90 days (Phase A, Schematic Design), 45 days (Phase B, Design Development), 45 days (Phase C, Contract Documents), and 365 days for construction phase (Phase D). Phase A compensation is $36,000 or monthly based on work completed; subsequent phase payments are distributed as percentages of a lump sum negotiated at Phase A conclusion — Phase B at 40%, Phase C at 75%, Phase D at 25%. Proposals must be submitted electronically through the Commonwealth's eProcurement system.

Evaluation criteria total 150 points: architect qualifications (25), electrical engineer qualifications (15), project team qualifications (20), elevator replacement experience (15), healthcare project management experience (10), project approach and phasing (15), construction administration systems (10), capacity and workload (10), work performed in Kentucky (5), and responsiveness (10). Reciprocal preference provisions for Kentucky resident bidders apply. A shortlist meeting is scheduled for September 17, 2026, with virtual interviews on September 29. All firms must be registered with the Kentucky Secretary of State and in good standing prior to award.
